*ONLY OPEN TO CURRENT FULL-TIME ANNUALLY PAID PARKS EMPLOYEES* This vacancy is only open to 1) current permanent Parks employees serving in the Construction Project Manager civil service title or 2) on leave from the title or 3) permanent Parks employees in or on leave from a comparable title. Major Responsibilities Under general direction from the supervisor, lead a multi-disciplinary team of construction managers, project resident engineers and administrative staff in the successful completion of a large portfolio of construction contracts. Oversee construction staff responsible for constructing projects on time and within budget to meet Mayor's Management Report goals. Plan, assign and review the work of Construction Resident Engineers. Monitor progress to ensure issues are resolved in a timely manner. Meet with the design team to recommend and help expedite design issues and solutions with issues requiring a change to the contract. Direct contractors on compliance with plans and specifications and approve changes in the field. Represent Parks and serve as a liaison with other departments, agencies, utility companies, contractors and consultants during the construction phase to ensure work can continue as scheduled. Represent Park's Capital Construction Division and serve as a liaison at stakeholder meetings amongst various divisions within the Agency including Public Programs, Maintenance and Operations, Citywide Services and Concessions together with other agencies, utility companies, contractors, consultants, community boards, the public and vendors. Review and comment on contract plans and specifications during the design phase to maximize the quality of contract documents prior to bid. Develop creative solutions to solve problems while working in a variety of conditions and situations. Coordinate with the Consultant Project Management Unit to ensure the timely advertisement of work orders for project supervision and inspections. Plan, supervise and review the work of Construction Supervision Consultants. Plan, assign and coordinate the work of Special Inspection Consultants. Ensure staff enters project information into Unifier in a timely manner. Represent Parks Capital Construction at committees and workgroups. Appointees to this position will receive a $2,122 Assignment Differential in addition to their base salary. Only employees in the Construction Project Manager and Associate Project Manager titles are eligible for the $2,122 differential. Minimum Qualifications A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or One year of the experience as described in "1" above and a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management; or One year of the experience as described in "1" above and a valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a combination of at least two years of experience as described in "1" above and the education as described in "2" above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in "2" above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience. Note: Candidates must specify for each construction project they worked on: a description of the construction project, the time period they worked on the construction project, and the type of work they performed. Candidates must also specify the money allotted for the project. Driver License Requirement At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment. Preferred Skills Significant work experience in construction management, including scheduling and coordination of a large portfolio of projects in both quantity and complexity simultaneously. Excellent supervisory, communication, administrative and interpersonal skills. Knowledge of the Department of Buildings (DOB) codes, requirements and procedures for work permits, and DOB closeout including Letter of Completion/Certificate of Occupancy.
