For more information about MTC, visit .ABOUT THE TEAMThe San Francisco Bay Area Regional Energy Network (BayREN) is a regional program of the Association of Bay Area Governments (ABAG) and the Metropolitan Transportation Commission (MTC) and is composed of nine county agencies that comprise the San Francisco Bay Area. BayREN designs and implements effective energy saving programs, and draws on the expertise, experience, and proven track record of Bay Area local governments to develop and administer successful regional and local climate, resource, and sustainability programs. BayREN provides the regional infrastructure needed for delivery of energy efficiency programs throughout the Bay Area.The Association of Bay Area Governments Publicly Owned Energy Resources (ABAG POWER) conducts pooled purchasing of natural gas and other energy management services for local governments and special districts who voluntarily join the program. ABAG POWER provides leadership in energy management and aggregated energy procurement. The program serves over 50 cities, counties, schools, and special districts and aims to provide lower, more stable rates than PG&E. Additionally, POWER includes unique programs to reduce greenhouse emissions, recycle organic waste, and promote low carbon fuels.ABOUT THE ROLEUnder the general direction of the Section Director, the Assistant Director, Energy will be an individual who can successfully provide timely and strategic expertise and operating support to the Agency's energy section. The role includes strategic planning and policy, as well as oversight of budgeting, regulatory and policy advocacy. The Assistant Director will work closely with the Section Director to maintain financial oversight of BayREN. The Assistant Director will be responsible for coordinating with partners across the nine-county Bay Area, including federal, state, regional, and local partners, to advance development and implementation of energy and energy efficiency programs and pilot initiatives within the built environment.The Assistant Director will manage a team of direct reports, consultants and staff. In addition, the Assistant Director will work closely with staff from other sections within MTC/ABAG, including Housing, Regional Planning, Legislative and Public Affairs, Budgeting, Contracts and Legal.As a member of the MTC management/leadership team, the Assistant Director is expected to initiate, implement and carry to completion projects, initiatives, programs, and operations. As such, the Assistant Director is expected to provide leadership by supporting, mentoring and motivating staff; maintaining and developing relationships; and fostering cross-section collaboration and cooperation. New programs, projects, or initiatives may be assigned to the Assistant Director to be responsive and adaptive to the evolving regional landscape. This opportunistic approach enables the Energy section to capitalize on the individual strengths and interests of the people who comprise the organizational ecosystem.Under the general direction of the Section Director, the specific assignments and responsibilities include, but are not limited to, the following:Leading a team focused on energy, energy efficiency and climate programs and policies in buildings and the built environment, including coordination with the housing team and other sections within the agency.Managing regional programs and initiatives related to energy, energy efficiency and climate within the Bay Area and PG&E territory.Coordinating with a wide range of partners across the nine-county Bay Area, including federal, state, regional, and local partners, to advance development and implementation of energy and energy efficiency programs and pilot initiatives within the built environment.Tracking related State policy and funding opportunities.Provide clear goals, expectations, support, and capacity building resources to help County representatives meet goals/expectations. Delegated tasks in this category include collecting and incorporating County feedback into BayREN processes. Implementing program recommendations from process evaluations.Empower staff to do intra-agency collaboration, engaging with the public and private sectors, Community Choice Aggregators (CCAs), nonprofits, and community-based organizations to identify new initiatives.Strategic ManagementDevelop goals, milestones and recommendations that strategically enhance development, program delivery and operations of successful energy offerings and ensure equitable outcomes and long-term sustainability.Work in collaboration with Assistant Directors and Directors throughout the agency, demonstrating flexibility in developing cohesive and comprehensive policy recommendations.Participate in statewide REN activities, representing BayREN and being strategic about how to better position all RENs.Maximize opportunities for growth, diversity of funding sources and/or more holistic approaches to the Energy section work to meet the Bay Area's evolving needs.Budgetary and ProcurementManage the development of and amendments to the Energy budget, including communications with the counties, leads, regional consultants, PG&E, etc. In particular, the BayREN budget.Develop and manage procurements related to BayREN's regional aspects.Regulatory Oversight and Policy AdvocacyRegional reporting lead for CPUC compliance filings/reports and data requests, including advice letters, CEDARS database reports, portfolio applications and business plan filings.Serve as the alternate CPUC Lead when the Director is not available, engaging with the Energy Division staff and other Energy Portfolio Administrators.General Administration and Program ManagementEngage in strategic decision-making, in close collaboration with other Assistant Directors and Directors, to advance near- and long-term agency priorities.Champion cross-functional collaboration both individually and with direct reports throughout the agency.Provide support to the Section Director including assistance with document preparation, regulatory filings, etc.Attend, participate, and represent the Energy section at interdepartmental, interagency, and professional meetings.Prepare items and present to various committees, community-based organizations, and boards as needed.Oversee BayREN Coordinating Circle governance.Staff OversightSupervise and mentor Energy section staffDirect supervision of Energy staff, which may include BayREN program leads and BayREN Regional staff.Monitor overall work assignments and work flow within the Energy section.Ensure that staff assignments are resourced correctly to deliver projects and ensure successful delivery of projects and programs; identify shortfalls and gaps in resources and recommend solutions.Provide leadership and clear direction to assigned staff; instruct staff regarding work procedures, review and evaluate work performance.Foster a collaborative and innovative team environment that encourages professional development and continuous improvement.Coordinate strategic work planning and day-to-day activities with the Section Director.KNOWLEDGE, SKILLS, AND ABILITIESDemonstrated ability to build consensus among diverse stakeholders and facilitate inter-agency and intra-agency coordination. This includes working directly with executives, senior management, portfolio administrators, program managers within the agency and applicable partners in the energy sector.Ability to manage employee performance and mentor staff.Ability to communicate clearly and concisely, both orally and in writing, distilling complex concepts into compelling, relevant and understandable presentations.Ability to manage complex projects, budgets, and work planning in line with MTC/ABAG and Energy processes.Understanding of applicable federal and state requirements including, but not limited to, building energy efficiency standards, regulatory proceedings, ordinances, policies and procedures relevant to energy efficiency, climate change and other related energy initiatives.Understanding of the principles, practices, and funding sources for planning and implementing energy funding from the CPUC programs and projects through community participation.Understanding of key relationships and organizational distinctions between federal, state, regional, county, and local public agencies, as well as non-governmental organizations working in the Bay Area.Understanding of the core principles of equity necessary to advance and implement MTC/ABAG's Equity Platform.Ability to guide complicated procurements and vendor selection processes and manage vendor and consultant relationships.The ideal candidate will have the following knowledge and/or experience with:California Energy PolicyEnergy Efficiency Programs and California Regulatory LandscapeLocal government operations, challenges, and opportunitiesMINIMUM QUALIFICATIONSAn appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:Education:A Master's degree in an appropriate field related to the area of assignment, such as transportation planning, project management, public finance, transportation engineering, economics, business or public administration.Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and attach proof of equivalency along with their application.Experience:Three years of increasingly responsible experience in an appropriate field related to the area of assignment.A Bachelor's degree in an appropriate discipline and four years of relevant experience is an alternative qualification.PREFERRED QUALIFICATIONSExperience:A minimum of five (5) years of increasingly responsible experience in the fields of energy, sustainability, climate or a related field. Experience should include a minimum of three years of management experience in administration, operations, management, or a similar position. Examples include experience with: (1) managing administrative support services, including appropriate delegation to develop the team's skill sets; (2) budget development, analysis, and management; (3) business or public administration; (4) presenting to boards, commissions and/or committees; (5) responding to public inquiries and requests when this cannot be delegated; (6) reporting to executive management; and (7) experience working on energy efficiency and/or other climate related programs, and 8) knowledge of CPUC regulations particularly for energy efficiency.
