As the Quality Manager, you will oversee all functions of the Central Grants Office Quality Team, managing a team of project managers and technical specialists. Your team will be responsible for, but not limited to, providing technical support for the Contracts Integration System (CIS) across the agency, developing tools and resources for the CIS, communicating CIS updates, managing and maintaining Federal Grant Portals (e.g., grants.gov), creating dashboards and data visualizations, and leading initiatives to improve grant processes (e.g., Federal Grants Management and Direct Payments). As the agency transitions to a more integrated grants management structure, the Quality Manager will ensure the Contracts Integration System (CIS) supports strong oversight, internal controls, and risk management. The Quality Manager will oversee the CIS and work collaboratively with Central Operations, MNIT, and DHS Administrations to ensure it meets the agency's needs. Key Responsibilities: Lead and manage the Central Grants Office Quality Team, providing direction for cross-agency and statewide projects aimed at enhancing grants management processes. Provide oversight for the Contracts Integration System (CIS), including technical support and leading the implementation of CIS enhancements. Oversee team resources and budget, cultivate strategic partnerships, and ensure alignment across the agency. Lead data and reporting initiatives from SWIFT/CIS to drive continuous improvements and strengthen internal controls. Monitor and evaluate CIS operations and system functionality to ensure they meet agency needs. Minimum Qualifications Demonstrated leadership experience: Five (5) year's specialized professional experience in a human services program performing duties related to grant-making requirements and regulations. Experience managing large, complex projects. Experience working in Contracts Integration System (CIS), Agile Apps, or other contracts management systems. Strong understanding of state financial systems and processes. Experience with conducting research and establishing compliance program goals related to grant management. Experience translating technical information into plain language for a variety of audiences. Preferred Qualifications Strong human relations and communication skills. Experience in developing data visualizations through dashboards and systems such as PowerBI and Tableau. Project Management Professional Certification or Lean Six Sigma Certification. Experience with grant finance management. Knowledge of state systems related to grant management.
