Highly responsible executive level position assisting in directing the Finance Department. Position exists to maintain a consistent level of overall sound financial stewardship of the City's funds and resources, by designing, planning, directing, and coordinating the activities relating to the City's accounting functions, financial investments, fiscal reporting, debt management, treasury functions including cash management, and budgeting. Work is performed under the administrative direction of the Chief Financial Officer. Essential Duties Participate in the development and implementation of goals, objectives and policies for the department in compliance with all relevant laws and regulations using applicable standards, methods, and principles. Assist in designing, planning, organizing, evaluating, and directing departmental policies, programs, financial operations and management controls. Assist in managing and participating in the development of the Department's annual budget. Analyze City fiscal policies; interpret data; formulate the recommendations for action by the City Manager and the City Commission. Supervise, direct and manage the operations of the Finance Department including accounting, treasury management, pension, budget and utility billing. Advise city officials and staff in fiscal policies affecting tax rates, fee schedules and other sources of revenue to the operating budget. Manage prudently the investment portfolio of City funds in accordance with applicable laws, regulations, standards and practices. Assist in directing the preparation of the City's Long-Range Financial Plan. Review and approve financial materials, such as: checks, pay requests, memorandums, payroll. Review financial data: bond documents, monthly financial reports, actuarial reports and funding requests. Attend and participate in meetings: agenda preparation, staff, Senior Management, Commission, pension board, etc. Direct the Capital Improvement Program including analysis, review, preparation of reports, meetings. Prepare special reports, analysis and management studies. Assist in preparing and administering large and complex budgets. Select, train, evaluate assigned personnel; provide training; respond to staff's questions. Monitor and evaluate workload, administrative and support systems and internal reporting. Serves as liaison for the Department with other City departments, attends meetings, as necessary. Monitors changes in laws and regulations that may affect departmental operations. Maintains and directs the maintenance of working and official departmental files. Serves as acting CFO in the CFO's absence. Develop and establish results-based methodologies to increase the City's fiscal efficiencies. Coordinate agenda items with the City Manager's office. Work in a consultative capacity with other departments in managing large City projects with respect to mitigating financial exposure and expenditures. Perform all functions and responsibilities according to the Palm Beach County Code of Ethics and Florida State Statutes 112.313. Fosters positive employee relations and employee morale on a City-wide basis. Minimum Qualifications Graduation from an accredited four (4) year college or university with a Bachelor's Degree in Accounting, Business, Financial Management, or related field. Master's degree preferred. Certified Public Accountant (CPA), Certified Government Finance Officer (CGFO), or Certified Public Finance Officer (CPFO) or equivalent certification. Ten (10) years' governmental accounting and supervisory experience including major governmental accounting ERP systems. Must be able to be bonded. Knowledge of Tyler New World or Tyler Munis preferred. Knowledge of current governmental accounting practices, principles, regulations, and report requirements. Skills in preparing reports acceptable to the Government Finance Officers Association (GFOA) certificate program. Knowledge of computer systems pertaining to accounting and financial management. Knowledge of budgeting and financial reporting systems. Knowledge of pension plans (defined benefit, defined contribution) to include investments, benefits, funding, reporting, etc. Ability to lead and motivate a department. Ability to communicate effectively orally and in writing. Ability to analyze financial data and discern underlying management problems. Ability to exercise prudent judgment in financial management. Skill in developing employees and holding them accountable for successful job performance. Ability to make effective public presentations to small or large groups. Ability to express technical ideas effectively, both orally and in writing. Skill in use of PCs for analysis and complex report development. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience. Ability to communicate effectively in oral and written form. Ability to adapt to an evolving and continually improving environment.
