CIRCUIT COURT OF COOK COUNTY ADULT PROBATION DEPARTMENTJOB TITLE: ASSISTANT DIRECTOR OF HUMAN RESOURCES DIVISION: ADMINISTRATIONGRADE: 20 - NON-UNIONREPORT TO: DIRECTOR OF HUMAN RESOURCES ESSENTIAL DUTIES: Participate in all aspects of labor relations, including grievances, arbitrations, and collective bargaining. Develop materials supporting the hiring and promotion process, including job descriptions, job postings, interview materials, and appropriate skills tests. Interview candidates for hiring and promotion, make recommendations to the Director of Human Resources and/or Chief Probation Officer as to candidates' suitability. Conduct or acquire background checks and employee eligibility verifications. Facilitate ADA Accommodations meetings with employees and implement appropriate accommodations. Administer all employee benefits, including FMLA and other leave of absence requests. Work with Finance in preparing the department's budget. Maintain employee personnel records in compliance with the Personnel Records Review Act. Assist the Director of Policy with the development and maintenance of Human Resources Policies & Procedures. Conduct exit interviews, ensure a smooth transition for employees leaving the Department. Plan onboarding strategies and perform new employees' orientation. Prepare Departmental reports upon request. Assist Counsel with discovery for lawsuits, EEOC and IDHR charges. Respond to employment-related inquiries from applicants, employees, and supervisors in a timely manner. Supervise the Payroll Manager, Leave Coordinator, and other Human Resources personnel. Serve as a liaison between the department and other county agencies. Perform all other duties as assigned. QUALIFICATIONS: Establish residency in the State of Illinois within 90 days of hire. Possess a master's degree in management, public administration, criminal justice, or social services, and one or more years' employment in probation/court services; or a bachelor's degree and two or more years' employment in probation/court services. Law degree preferred. Possess one or more years of human resources management experience. One or more years of labor relations experience strongly preferred. Knowledge of Microsoft Word, Excel, Access programs, including ability to create documents & spreadsheets and manage databases. Proficiency with Microsoft Outlook and virtual platforms such as Zoom, ability to create and manage event invitations. Have excellent oral and written communication skills, and superior command of English grammar. Possess strong presentation skills. Ability to perform a variety of tasks, prioritizing based on urgency, and ability to change assignments on short notice. Possess the ability to exercise independent judgment within prescribed limits and complete miscellaneous projects and problem solving. Attentiveness to detail and sensitivity to issues of confidentiality and professionalism. Possess the ability to work independently and within a team structure, demonstrating the ability to effectively manage multiple staff members. Demonstrate strong multitasking, organizational and time management skills. Possess the ability to complete all other duties as assigned. WORKING CONDITIONS - PHYSICAL REQUIREMENTS: On a continuous basis, sit at a desk for extended periods of time in front of a computer screen. Able to ambulate throughout the office. Intermittently twist to reach equipment or supplies surrounding desk. Strength to lift equipment and materials weighing up to 20 pounds. Use telephone and computer keyboard daily. Willing to travel to various worksites. Available for 100% in-person work duty.
