Job Summary *Minnesota IT Services may be filling two (2) IT Business Analyst positions from this one posting. All applicants will be considered for both vacancies. Join Minnesota Information Technology (MNIT) partnering with the Minnesota Department of Employment and Economic Development (DEED) as an IT Business Analyst, to implement DEED's new Paid Family Leave Program. This posting will be used to hire two individuals: one for a Call Center and one for the Employer Product lines within Paid Leave, to help shape and develop this world-class system for the residents of Minnesota. As a mid-level Business Analyst, you will work in a fast-paced environment to document scope, requirements, and testing needs for a complex call center, and define employer needs and functions that determine eligibility, and process flows for Paid Leave applicants. You will conduct business analysis functions using a set of established tasks and techniques to act as a liaison among stakeholders, understand the structure, policies, and operations of the organization, and recommend solutions that enable projects to be successful and goals to be met. Typical tasks for each position will include requirements gathering sessions, documentation of business processes, software requirements, data management systems, and development of specifications for these technology initiatives. In this role, you will also follow Agile IIBA recommended practices: Business Analysis Planning and Monitoring; Elicitation; Requirements Management and Communication; Enterprise Analysis; Requirements Analysis; and Solution Assessment and Validation using industry best practices and generally accepted standards outlined in the Business Analysis Body of Knowledge (BABOK) (or equivalent industry standards and best practices) and by MNIT. This position is currently eligible for full-time telework: Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota. Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible. Qualifications Minimum Qualifications Candidates must clearly demonstrate all of the following qualifications in their resume. This position requires a minimum of three (3) years of experience performing IT business analysis functions. Experience must include: Gathering and communicating business needs and functional requirements via the following: High Level Requirements, Business Process Models, UML Diagrams, Wireframes, Use Cases, and User Stories (with /Acceptance Criteria). Working on a high functioning Agile team and working with Product Managers. Eliciting and managing business requirements. Working as a business analyst writing documentation and system specifications. Collaborating as part of an Agile/Scrum team. Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties. Customer service skills that include active listening, empathy, and problem-solving. A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year. Preferred Qualifications Experience working in a fast-paced environment gathering requirements to benefit system builds and writing detailed user stories and helping business partners elicit and document standard operating procedures. Ability to make effective use of diagrams. Proven ability to collaborate and work effectively as part of an Agile/Scrum team. Experience designing call center workflow processes. Experience with insurance or financial insurance analysis. Experience working with vendor products, configurable products, and commercial-off-the-shelf (COTS) products from design through implementation. Knowledge or experience using the Microsoft Suite of tools, SQL, Power BI, and Excel to manage and summarize data. Knowledge of and / or experience with Power Apps, AWS, Microsoft Azure, Confluence and Azure Services (e.g., cloud technologies, managed databases, API Manager). Communication skills in translating technical and system information for non-technical stakeholders.
