Job Summary The SMRT Unit Manager manages and directs the design, development, and implementation of policies and procedures consistent with federal and state law and regulation to improve the availability and access of health care for low-income Minnesotans who meet Social Security Administration (SSA) disability requirements and level of care standards under the Tax Equity and Fiscal Responsibility Act (TEFRA). Manages and directs staff and resources to ensure that determinations meet desired timeframes and comply with state and federal requirements. Manages and directs division resources to accomplish Health Care Eligibility and Access (HCEA) Division goals and objectives in support of the Department's mission. Qualifications Minimum Qualifications To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Demonstrated leadership experience* *Leadership experience can include: Experience as a supervisor, leadworker, team lead, project lead; Completion of a State of Minnesota leadership program (e.g. ELI, L4); A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include: o 1+ year of experience identifying issues, goals and strategic actionso 100+ hours per year time commitment AND Four (4) years advanced professional experience in Social Security disability determination rules and processes. Experience must demonstrate: Knowledge of the legal and regulatory bases of health programs, especially state and federal laws and regulations. Skilled in interpretation and successful implementation of federal and state laws in health care or related publicly funded, means tested programs. Preferred Qualifications Able to communicate effectively, both oral and written, with a wide variety of colleagues and audiences, including judges, lawyers, advocates, parents, county directors, supervisors, and staff. Variety of experiences working effectively with others from different backgrounds and cultures.
