Job Responsibilities Serves as the manager of the regional mobility corridor evaluation process within the Office of Planning, and coordinates the process with SCDOT staff, TMAs, MPOs, and COGs in South Carolina. Supports the Regional Planning Managers with the implementation and reporting of the Regional Mobility Program. Develops and communicates best practices that address plan completeness, plan consistency between regions, and SCDOT's goals for Regional Mobility. Effectively manages consultant contracts where needed. Provides Traffic Engineering and Operations expertise on various conceptual planning studies. Uses Highway capacity, Synchro, SimTraffic, TransModeler and other software to conduct traffic analysis and recommendations for ongoing traffic studies. Supports the Congestion Management Process. Assists in analyzing multiple data sources and performing analyses related to Regional Mobility, Corridor Studies, and Feasibility Studies; and provides feedback to assist with project specific safety, feasibility, and/or suitability concerns. Coordinates with internal and external stakeholders as appropriate. Supports and assists the Regional Planning Managers in the development of Long Range Transportation Plans for TMAs, MPOs, and COGs in South Carolina taking into consideration long-term vision, goals, activities, and performance indicators. Provides training and education to SCDOT staff and TMA/MPO/COG partners related to Regional Mobility initiatives. Prepares and performs presentations as needed and as requested to negotiate cooperation and share SCDOT's objectives. Represents the Office of Planning at internal and external meetings to communicate and acquire key information. Participates on committees, workshops, and other working groups to represent SCDOT's and the Office of Planning's interests. Performs other related duties as assigned. Minimum and Additional Requirements A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and five (5) years of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required. The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
