The Vice President of Physical Plant Operations & Support Services provides executive leadership to ensure operational excellence across multiple functional areas, including Maintenance & Engineering, Environmental Services, Dietary & Laundry Services, Safety, Security and Emergency Management, Biomedical Engineering, Real Estate Management, Energy and Sustainability, and Construction Development and Management.Reporting directly to the Executive Director of the Hospital, this role is responsible for overseeing the daily operations and maintenance of hospital and satellite facilities, ensuring efficiency, regulatory compliance, and strategic alignment with organizational goals. Key responsibilities include managing capital projects from conception to completion, overseeing real estate negotiations, ensuring compliance with regulatory standards, and leading emergency management initiatives.Additionally, this position drives master planning, infrastructure development, and continuous operational improvements, maintaining high standards of service, communication, and stakeholder engagement. The VP also oversees budget management, environmental and safety compliance, and policy development, ensuring seamless coordination between internal departments and external agencies. By working closely with regulatory bodies, accrediting organizations, and the Board of Directors, this role plays a pivotal part in supporting the hospital's long-term growth, sustainability, and operational excellence.Day To Day ResponsibilitiesReports to the Executive Director, the progress, problems and activities of his departments. Meets with other Vice Presidents on a regular basis.Provides leadership, guidance and administrative oversight for the daily operations and maintenance of on campus and satellite facilities by establishing and implementing short- and long-range organizational goals, objectives, policies, and operating procedures; monitors and evaluates program effectiveness, implements changes required for improvement.Manages complex projects involving active and proposed capital projects from conception to completion, responsible for effective oversight of all campus renovations, deferred maintenance and capital projects at the Hospital and satellite locations which includes, but is not limited to: projects scoping, plan development, budget estimating, hiring consultants.Provides leadership and direction in all aspects of administering a strong program of communications with the community that emphasizes customer services and client involvement.Works with external state and local officials related to the planning, implementation and oversight of project work. This includes working with state, federal, and local building inspectors, and regulatory agencies to ensure that all required codes, ordinances, and guidelines are met.Responsible to accrediting agencies such as CARF, The Joint Commission and New York State Department of Health.Responsible for real-estate negotiation and contracts. Engages brokers to seek potential outpatient sites. Establish lease transactions with program of probable cost for alterations.Hires architectural, engineers and consultant firms to develop projects requirement definitions of criteria, and preparing layouts and detail drawings; provides leadership expertise, direction and management of the engineers, architects and other consultants.Prepares and approves cost estimates, functional/feasible studies, and establishes project schedule and budget reviews with appropriate members of the campus community; establishes milestones and monitors adherence to master plans, budgets and schedules.Develops criteria and performance specifications required to meet unique operating requirements and building and safety codes; ensures plans and specifications conform to all codes and regulations.Reviews manages and oversees construction activities, including contractor's schedule, RFIs, change order requests, and punch list; specializes and focuses in monitoring construction milestones. Ensures project is properly closed out and Operations & Maintenance Manuals and record drawings are turned over to Facilities and Operations.Responsible for implementing and monitoring laws, rules, and directives relating to hazardous wastes, environmental quality, ADA, and laws relating to safety issues such as fire alarms.Performs organizational, campus and administrative activities not directly related to projects, and serves on campus committees as requested.Directly responsible for Burke's emergency management program.Coordinates a multi-year capital and deferred maintenance program, including energy conservation.Develops programs to maximize the use of building assets, including space, systems, furniture and equipment; makes recommendations in planning, including estimating space requirements, equipment needs, requirements for building and grounds maintenance, renovations and construction services.Manages all departmental and capital budgets; monitors funds and track expenditures in accordance with established policies and procedures; oversees the acquisition of supplies, materials, and equipment required to perform assigned work.Follows the personnel policies and practices established by the Hospital.Establishes policies for, and provides leadership to, key offices and departments including facilities, operations and maintenance, power plant, environmental services, grounds, trades and environment of health and safety.Interprets the Hospital's policies, objectives and operational procedures for those department heads who report to him. Meets with department heads on a regular basis to explain changes in the operating procedures.Functional leadership for campus master planning, infrastructure planning, and construction management services.Ensures the development of electronic documentation for current floor plans, as built design of campus utilities and infrastructure, building plans, etc.Prepares, implements, and updates operating policies and campus construction specification of procedures needed to support policy implementations.Oversees or delegates snow removal programs and assessment of campus curing inclement weather conditions, ensures roadways, walkways, and buildings are properly maintained during inclement weather.Implements strategies for continuous improvement of campus infrastructure, systems, operations and energy conservation.Ensure division is in compliance with all laws and regulations, operating, environmental and safety procedures, and the Hospital's policies and procedures.Serves on campus committees as required, such as; Environment of Care, Emergency Management, Patient Satisfaction.Completes all employee evaluations annually within the required time frame.Acts as liaison to Montefiore Health System; works with Board of Directors for capital projects.Actively involved with Board of Directors, given special emphasis with Building and Grounds, Finance and Executive Committees.Practices universal precautions.Personally adheres to Service Excellence standards by demonstrating positive communication, prompt & respectful service and maintaining an appropriate work environment when working with patients, staff, co-workers, visitors and others.Other duties as assigned.Required SkillsBachelor's degree in Engineering, Construction Management, Facilities Management, or a related field.Minimum of 10 years in a senior supervisory role overseeing plant operations.Ability to collaborate effectively with medical staff, clinical and non-clinical personnel, vendors, and the public.Strong organizational skills with the ability to manage multiple projects, prioritize tasks, and meet deadlines in a dynamic environment.Regular on-site facility inspections, including walking both indoors and outdoors to assess construction sites.Occasional travel to off-site facilities as needed.Experience working with accrediting and regulatory agencies such as CARF, The Joint Commission, and the New York State Department of Health is preferred.#J-18808-Ljbffr
