Job Description POSITION OBJECTIVE The Lieutenant of Special Operations is responsible for the management of the specialized units of police K9, co-responder/Outreach, Assessment, Resources and Response (OARR) team, Unmanned Aircraft System/Drone team, Special Response Team (SRT), Dignitary Protection Unit (DPU) and Sexual Assault Response Team (SART) and will assist in their training. The lieutenant of special operations performs the same duties as police officers and sergeants/supervisors in providing law enforcement and protection services and other services in keeping with the mission and values of Case Western Reserve University and the Division of Public Safety. The lieutenant of special operations will exhibit a proactive, service-oriented approach to providing community-based policing services to the faculty, staff, students and visitors at Case Western Reserve University. ESSENTIAL FUNCTIONS * Supervise specialized police and public safety related operations at Case Western Reserve University. Assign and schedule work, schedule vacation, keep records of overtime, and interview and hire new police officers and supervisors/managers and/or non-sworn employees. Provide administrative support to the chief. (10%) * Make determinations concerning the department¿s response to police and public safety special events, crime, investigations, and public safety coverage necessary on any occasion. Assist with special event security and fill in to maintain patrol coverage. Meet with university department heads to organize arrangements for police response or to solve problems in a harmonious manner. Serve as liaison to work with other divisions, departments, elected officials, media and other outside agencies; negotiate and resolve sensitive and controversial issues; assist with planning special operations and task forces. (50%) * Direct the operations of assigned enforcement and support units, specialty units and planning or training for specialized police units. Supervise managers/staff assigned to one or more specialized units including hiring, discipline, performance evaluation, work assignments and all related supervisory responsibilities. (30%) * Maintain liaison between the university and area law enforcement agencies. Participate in a variety of boards, commissions, and committees. (10%) NONESSENTIAL FUNCTIONS * Maintain the ability to be on-call for a 24/7 response to public safety events. Perform other police work as necessary. ( * May assume duties of officer in charge (OIC) in their absence. ( * Perform all the functions of a police officer and sergeant. ( * Perform other duties as assigned. ( CONTACTS Department: Continuous contact with divisional staff including police, campus security and contract security officers as well as Case Western Reserve University Public Safety Dispatch Center officers in the course of shift operations and police functions. University: Frequent contact with university staff and faculty in the course of shift operations and police functions. External: Regular contact with police, fire, and Emergency Medical Service (EMS) personnel from the cities of Cleveland and Cleveland Heights and the Cleveland Clinic, University Hospitals, University Circle and other police departments as needed. Frequent contact with members of the public as they are passing through university property and visiting public venues owned by the university in the course of shift duties and calls for service. Students: Frequent contact with university students in the course of responding to special events, incidents or shift. This includes interaction with Case Western Reserve University EMS. SUPERVISORY RESPONSIBILITY Direct supervision of patrol division police sergeants, and field training officers as needed. Indirect supervision of police officers on the specialized units of police K9, co-responder/OARR (Outreach, Assessment, Resources and Response) team, Unmanned Aircraft System/Drone team, Special Response Team (SRT), Dignitary Protection Unit (DPU) and Sexual Assault Response Team (SART). QUALIFICATIONS Education/Experience: Associate¿s degree and 5 years of related experience required. 2 years SWAT/SRT operator required. 2 years SWAT commander or team leader preferred. Must be 21 years of age at the time of application. Successfully passed the Ohio Peace Officer Training Commission (OPOTC) certification exam is required. Must be able to obtain and maintain OPOTA certification and LEADS certification upon hire. Possess a valid Ohio driver's license, free of serious and/or frequent violations. Must pass a thorough background investigation including criminal history, aptitude test, drug screening and a physical health exam. REQUIRED SKILLS * Must possess the abilities, skills and knowledge attributed to the police lieutenant position. * Thorough knowledge of divisional and department policies, procedures and directives. * Thorough knowledge of relevant criminal law, ordinances, statutes and case law. * Knowledge of contemporary supervisory concepts, techniques and practices. * Proficiency in use of computers and associated programs. Knowledge of or ability to learn RMS records management system and HCM time and attendance system. * Skill in leadership, human relations, counseling and implementing change. * Excellent time management, priority-setting, planning and organization skills. * Ability to lead and motivate. * Ability to take command in an emergency situation: to quickly and effectively assess and direct a response to present and emerging hazards. * Ability to manage situations analytically and with objectivity. * Ability to work independently without direct supervision. * Demonstrated history of successful support, education, and advocacy for all students, aligned with the values, mission, and messaging of the university, while adhering to the staff policy on conflict of commitment and interest. * Ability to effectively interact with colleagues, supervisors and customers face to face. * Ability to meet consistent attendance requirements. * Ability to conduct preliminary internal affairs investigations. WORKING CONDITIONS May be required to spend extended periods of time sitting, standing or walking. May be exposed to weather conditions including heat, cold, wind, rain, snow and ice. May be required to work extended hours based on situational and staffing needs. Duties may at times include bending, stooping, reaching and running. Duties may involve physical confrontation and exposure to dangerous situations.
