Position Overview We are seeking an experienced Program Manager with a strong background in physical security to oversee and enhance the performance of a key government contract. This role requires a strategic leader who can coordinate with stakeholders, ensure compliance with contract requirements, and drive operational efficiency while maintaining a high standard of physical security program management. The ideal candidate will have experience managing security-focused contracts, overseeing physical security solution implementations, and working closely with internal teams and government customers to ensure optimal security operations. This position involves strategic program oversight and hands-on project execution within a government security environment. Key Responsibilities Program & Contract Oversight Serve as the primary liaison with the Contracting Officer's Representative (COR) regarding contract performance and compliance. Oversee contract deliverables, ensuring all performance metrics align with the Performance Work Statement (PWS). Track and manage contract vacancies, collaborating with the Recruiting Department and on-site Program Manager to identify and onboard qualified personnel. Conduct resume screenings and technical interviews and coordinate hiring efforts to ensure all candidates meet contract qualifications. Ensure all employees meet required training and certifications in accordance with the PWS. Monitor and enhance the overall performance of the contract by identifying operational efficiencies and security enhancements. Oversee timesheet reviews and travel and expense reports, ensuring compliance with contract guidelines. Physical Security Program Management Serve as a subject matter expert (SME) in enterprise physical security solutions, including access control systems (ACS), intrusion detection systems (IDS), video surveillance systems (VSS), and integrated security platforms. Oversee physical security solutions' design, implementation, and maintenance, ensuring compliance with federal security requirements. Guide industry best practices, security protocols, and the latest advancements in physical security technologies. Work closely with security vendors and government personnel to develop, implement, and optimize physical security solutions. Ensure compliance with relevant regulations and security frameworks, such as FICAM, NIST, and federal access control requirements. Stakeholder & Team Coordination Coordinate In-Process Reviews (IPRs) with the PMO and Contracts Department, ensuring transparency in project progress. Provide templates and guidance for deliverables, assisting teams in meeting contract requirements. Conduct security training and knowledge-sharing sessions for internal teams and customer stakeholders. Serve as a trusted advisor to government customers, offering expert security strategies and risk mitigation recommendations. Required Qualifications Bachelor's degree in security management, Information Technology, Business, or a related field (or equivalent experience). Five or more years of program management experience, preferably in physical security, federal contracts, or defense-related projects. Strong knowledge of physical security technologies, including access control systems (ACS), surveillance, intrusion detection, and visitor management systems. Experience coordinating security-related initiatives with the Department of Defense and other federal agencies. Strong project management skills with a track record of successfully leading security-related programs. Proficiency in Microsoft Office applications and project management tools. Ability to communicate effectively with stakeholders at all levels, including government officials, security teams, and IT personnel. Experience managing contract deliverables, compliance requirements, and performance metrics. Ability to travel as needed to government sites and customer locations. Preferred Qualifications Industry certifications such as CSPM (Certified Security Project Manager), PSP (Physical Security Professional), or PMP (Project Management Professional). Knowledge of Lenel ACS, Identiv/Hirsch, Bosch, AiPhone, or similar security technologies. Experience with federal security policies, FICAM compliance, and physical security risk assessments. Salary at Echelon Services is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $155,000 - $195,000 (annualized USD).
