Maritime Security Specialist - Port Everglades

The Broward County Board of County Commissioners is seeking qualified candidates for Maritime Security Specialist in the Port Everglades Department: Minimum Education and Experience Requirements Requires a Bachelor's degree from an accredited college or university with major coursework in business, public administration, security management, law enforcement, or a closely related field.(One year of relevant experience may be substituted for each year of required education.) Requires two (2) years experience in a staff or administrative capacity managing special projects, programs, or business operations in a law enforcement agency or security services in transportation security or regulatory compliance or closely related experience. Job Responsibilities The Maritime Security Specialist position is responsible for the oversight of security operations and activities for the County's Port Everglades Department (Seaport). These duties are primarily performed outside the office. Work involves the enforcement of compliance to maritime security policies and plans. The overarching objective is to reduce the threat of terrorist attacks, mitigate other security incidents as well as protection of assets of cargo, cruise and petroleum businesses at the Seaport. An important component of this job is to maintain relations and liaison with the United States Coast Guard, United States Customs and Border Protection, Florida Fish and Wildlife Conservation Commission, cruise, cargo, and petroleum industry groups active at the Seaport, the Area Maritime Security Committee, and local Seaport Security Committee. General Description Manages and coordinates, with considerable independence, all activities of a particular program/project within a section or agency. Works under general supervision, independently developing work methods and sequences. Special Certifications and Licenses Required Ability to secure and maintain a valid Florida Driver's License at the time of appointment and for the duration of employment. Ability to secure and maintain a Transportation Worker Identification card (TWIC) within 60 days of employment and for the duration of employment. Ability to secure and maintain a valid Seaport Business Purpose Credential for the duration of employment. Other Requirements: Duties are primarily performed outside the office and indoor environment. Ability to work in both indoor and outdoor environments, in various climate conditions, and around heavy equipment and machinery is essential. Knowledge of the principles and practices of security services. Knowledge of all federal, state, and local regulatory requirements applicable to Seaport security. Knowledge of all industries at the Seaport. Ability to effectively express ideas orally and in writing. Ability to speak at and conduct presentations in front of large audiences. Occasional requirement to work outside regular schedule, including holidays. Preferences 1+ years of experience as a Maritime Transportation Security Act (MTSA) Facility Security Officer/Company Security Officer 2+ years of demonstrated maritime security experience in cruise, cargo, or asset protection 2+ years of project management experience 2+ years of contract management experience Facility Security Officer (FSO) Certification Primary Functions Conduct inspections of facilities to ensure compliance per local, state, and federal maritime security regulations and guidelines; observe, coordinate, and direct contract staff to ensure duties are performed in accordance with contract requirements; monitor tenant security staff for compliance with the Ports approved Facility Security Plan. Respond to emergency incidents within the Seaport when County assets are threatened or an incident has the potential to impact the economic viability of the Seaport significantly. Ensure all Seaport activities related to the protection of assets of the cargo, cruise, and petroleum businesses are conducted in a manner consistent with the highest industry standards and in accordance with local, State, and Federal regulations. Review, research, and amend policies and procedures to ensure compliance with the standards of federal, state, and local regulations and guidelines; provide various levels of customer service and support to port users, partners, and visitors. Ensure that security breaches and incidents are investigated and resolved in a timely manner so that Seaport assets are protected, and threats to public health, safety, and welfare are minimized. Work closely with law enforcement to ensure public safety and security during high traffic volume and dynamic evolutions; organize and instruct staff to facilitate and expedite planned high-value operations. Assist other Seaport and County staff in commercial and operational activities which interface with cargo, cruise, and petroleum businesses at the Seaport. Attend meetings, conferences, seminars, and training events as required. Perform related work as assigned.
