Please visit us at to learn more.Job DescriptionThe Fund is looking to hire a Project Management Office Director for its software implementation project. The Fund is currently in the midst of a multi-year, multi-phased rollout of its pension administration software (PAS) development for the Comprehensive Officers Pension System ("COPS") 2.0 project. We are seeking an organized person with exceptional communication skills who can independently manage an aggressive workload across technical and business areas of the organization. This role involves planning, organizing, and managing resources based on project demands while working closely with senior management. Duties and responsibilities include, but are not limited to, the following:Management of design, specification sign off, testing, training and delivery of new functionality.This involves coordination between agency's business SMEs, system integrator, and testing partners:Lead Agile Development Process:- Qualifies scope of work for timeboxed activities- Certifies/manages the planning/delivery of functional requirements- Assists in business analysis, where required- Assists in guiding process discussions to achieve business goals- Coordinates review/certifies project documents (Solution Design Documents, Functional Checklists, Requirements Traceability Matrix)- Reports risks and assists in maintaining the Risk Register, lessons learned to Project ManagerLead Waterfall Development Process:- Qualifies scope of waterfall items required for functional processing- Facilitates business SMEs timely review/approval of delivered specifications- Certifies specifications approved by business SMEs- Certifies/manages the appropriation of waterfall items delivered for testing- Manages functional issue reportingManagement of issues identified during design and development phases.This includes managing resources of required partners to support this activity:- Certifies/manages the appropriation of issues delivered for testing/re-testing- Manages functional/waterfall items delivered for testing through to resolution- Manages functional issue reporting through to resolution- Manages waterfall issue reporting through to resolution- Manages Change Request ProcessWork with other leads and agency's business SMEs to adequately design, develop, test and deliver cross functionality:- Analyze business associations and process impact across operational units for functional design- Ensures appropriate business SMEs are involved in the appropriate project sessionsProduction Management:- Work with system integrator to deliver and schedule production changes through the production deployment process- Coordinate all production activities with the system integrator, PPF's IT Department, working closely with the Director of IT and PPF's Database Administrator(s)- Prioritize, with input from senior management, issues for deployment based on operational or other priority- Change Order Managemento Manage and affirm change orders requested by line-of-business userso Work with senior management and the vendor's development and management teams to prioritize, approve, deploy, and verify/test change orders delivered into the production environmento Develop and maintain statistics specific to change orders- Coordinate all vendor product upgrades and deployments for testing and production releaseProject Management:- Work with other leads to manage the schedule of the project to ensure appropriate resources are available to accomplish project related goals:o Determine schedule priority based on current project demands/activitieso Manage meeting frequency based on schedule and backlog for needed sessionso Assist in defining agendas for meetingso Balance scheduling restraints based on resource availabilityo Report risks to schedule delays- Reporting, Statistics, and Documentation - Analysis and Forecastingo Develop dashboards, reports presenting real-time progress, areas of delay, etc. across all project components including but not limited to waterfall items, requirement delivery and acceptance, issues (defect, design) logged, test case development and progress, deliverable receipt, review, and acceptance and maintain appropriate document repositorieso Provide regular reports of the above, as needed.o Assist in providing input to develop key performance indicators (KPIs) for various project phases- Phase Entrance, Closure and Evaluationo Conduct project phase entrance activities evaluating readiness against predefined metrics and criteriao Conduct project phase closure activities evaluation completeness against predefined metrics and criteriaOther Projects:- Assist with other assignments from Chief Strategy Officer as neededWork Location: 233 Broadway, New York, NY 10279Shift: 9:00 AM - 5:00 PMHOW TO APPLYCITY EMPLOYEES: Go to Employee Self Service (ESS) at and search for Job ID#: 701698ALL OTHER APPLICANTS: Go to and search for Job ID#: 701698Salary: The hiring rate being offered for this position is $100,000. A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or3. Education and/or experience equivalent to "1" or "2" above. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) An accredited Master's degree in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Landscape Architect.
