Amentum seeks a Cost Estimating Director to lead and coordinate the development of detailed basis of estimates in support of cost and/or pricing proposals. This role involves developing the Basis of Estimate (BOE) and production of BOEs by creating plans and strategies, including cost proposal data collection, converting resource estimates into cost estimates, and preparing pricing data for labor, equipment, subcontract, ODC, and material costs. The director may direct the activities of a small group of Estimators, SMEs (subject matter experts), and consultants. This is a remote-telework role. We prefer that you live within driving distance (3 hours or less) to one of our Amentum facilities (Las Vegas - NV, Fort Worth - TX, or Chantilly - VA). This role requires the ability to obtain/maintain a security clearance. US Citizenship is required. Principal Accountabilities: Oversees the development and documentation of detailed basis of estimates in accordance with company process and proposal instructions; continually enhances and improves the estimating process and procedures. Reviews and evaluates Concept of Operations, Breakdown Structures, Cost Structures, Work Packages, and BOE Packages during proposal development. Manage the development of scope, schedule, budget, and estimate to complete data for initial sequencing of activities, outlining components such as labor, ODCs, materials, and equipment. Analyze specifications, including sketches, blueprints, bills of material, or sample layout to calculate cost factors using labor and material pricing schedules and historical data. Compute detailed estimates from the RFP and cost drivers based on personal experience, functional representatives, subcontractors, and vendors. Communicate and present complex issues and solutions to program leadership. Lead in the creation of Work Breakdown Structure (WBS) and development of schedules and budget data (including resource loading) for those WBS elements. Develop proposal input to address requirement change requests and revise estimates when the scope of the project changes. Work closely with department leads to ensure the estimates are submitted on time and compliant. Mentor and provide on-the-job training to less experienced estimators. Liaison between the estimating department and other functional area departments to ensure compliant data is being provided for proposal submission. Provide QA/QC support to the estimating process. Review manufacturing parts lists for accuracy and inputs data. Conduct research and gather information such as Technical Manuals and Parts Lists. May prepare final estimates for domestic and international government proposals. Interface with government auditors in support of pre-award and post-award proposal price audits. Support preparation for the Finance Pricing Review by preparing and reviewing supporting data and slides. Knowledge and Skills: Thorough knowledge of activities to identify materials, costs, and procedures in areas ranging from construction to services work for government contracts. Extensive knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR), and related federal and state legislation regulations. Proficient in multiple software applications including: MS Office, MS SharePoint, Project Management Systems (Primavera and MS Project), and Take-off and Estimating software. Professional estimating-related and PMP certifications are desired. Advanced analytical and quantitative skills. Ability and willingness to lead and train other employees in the estimating, cost, and/or pricing process. Effective leadership, excellent communication, strong interpersonal skills, and the ability to develop and maintain positive, cooperative, team-oriented relationships. Must have the ability to coordinate multiple concurrent tasks. Competent at presenting data and analysis to peers, managers, directors, and VPs. Experience and Skills: Bachelor's degree in construction science, engineering, accounting, or associated discipline preferred from an accredited college; may substitute two (2) additional years of experience in a related field for each year of college. Minimum 12 years or more of cost estimating, finance, design engineering, and/or government estimation experience; 8 years' experience with an advanced degree; military experience is a plus. Must have considerable experience, gained through work in the industry, internships, or cooperative education programs. US citizenship is required . The ability and willingness to obtain/maintain a security clearance is required . FAR 15 cost reimbursable experience is preferred . Travel: The ability to travel CONUS/OCONUS is required.
