Reporting directly to the Project Manager / Director of Operations, the Area Operations Manager (CPO) has full responsibility for the successful operation and maintenance of the assigned facility(s). The ARC and LVL are Advanced Water Treatment Facilities (AWTF) with MF / UF, RO and UVAOP treatment systems to produce indirect potable reuse water for groundwater recharge (spreading grounds and injection). This is an advanced management level position responsible for all operation and maintenance activities and permits compliance. The position will lead client coordination and communication on facility operation, along with acting as an agency representative for public outreach and education, stakeholder groups and tours. The position will coordinate and work with five manager direct reports to achieve facility operation and compliance standards. The direct report managers include Operation & Maintenance, Regulatory Compliance, Asset Management, Maintenance, and Instrumentation & Controls. The position will closely plan and execute the facilities short-term and long-range client (contract) and PERC Water strategic objectives. Principal Duties and Responsibilities Operate & manage the assets of assigned facilities, associated personnel, and clients. Supervise and manage operations & maintenance personnel including significant responsibility for training, performance evaluations, mentoring etc. Manage implementation and ongoing utilization of the Computerized Maintenance Management System (CMMS) for tracking Asset Management. Interact with regulatory agencies and Project clients. Analyze and resolve problems with process and/or equipment. Complete performance and optimization evaluations and implement improvements. Review permits, lab tests and interpret data. Perform equipment operation and maintenance. Work nights & weekends if necessary to maintain facility compliance. Create and distribute client and operating data reports. Prepare and coordinate regulatory data and reports as required by client. Maintain compliance with regulatory permits. Oversee and perform process adjustments to maintain treatment process compliance. Perform other duties and participate in the operation of other facilities on a limited basis as needed. Client Interface including attending monthly operations meetings. Prepare Monthly Operations Reports for client. Maintain satisfactory attendance and work performance. Manage Capital Replacement projects specific to assigned facilities. Knowledge, Skills and Abilities Required General computer knowledge; good working knowledge of Microsoft Word and Excel. Excellent team-working and communications skills to enable effective interaction with and supervision of PERC Water personnel. Must possess good verbal, written and interpersonal skills to effectively communicate with coworkers and supervisor. Ability to exchange or convey information and to receive work direction. Ability to work in a high pace environment and make sound decisions. Be a problem solver. Excellent leadership abilities to focus staff and obtain operation and maintenance goals. Must have excellent organization and project planning skills along with the ability to execute developed plans. Physical Requirements Body Positions: Standing, sitting for extended periods of time, walking. Body Movements: Use of hands, eyes, arms, and voice. Must be able to lift, push and pull up to 40 pounds on a regular basis. Must be able to climb up and down stairs and ladders. Must be able to climb on, or into facility equipment and systems (Confined Space Training required). Willingness to travel a plus. Mental Requirements Language ability includes reading, writing, spelling, and the ability to communicate clearly on business topics in English. Education, Professional Credentials and Experience Required Valid California SWRCB Grade V Wastewater or T5 Water Treatment Certification and a AWWA AWTO 3 certification. Obtain an AWWA AWTO 4 Certification within one year of employment and an AWTO 5 within two years of employment. Minimum of 5 years previous experience, at a supervisor level or higher, in the operation and maintenance of water treatment and/or wastewater facilities. College education and/or a degree in water/wastewater technology or sciences is highly desired. #J-18808-Ljbffr
