Breeders, Backyard Lawbreakers, and Puppy Mills have created an epidemic of unaltered animals. Shelters across the country are overwhelmed, while those responsible for the unchecked increase in the animal population are not obligated to help address the problem of overpopulation. Regrettably, it is the taxpayers who bear the cost burden. Since only 37 percent of animals acquired are adopted from shelters or rescue groups, there is tremendous room for improvement. Reducing animal shelter intake requires a true humane, enforceable solution, one that has escaped us so far. Fact: Without advertising, breeders, puppy mills, and irresponsible owners have almost no way to sell or offer their pets to the public; they cannot make money or survive without advertising. Serious restrictions potentially eliminating pets for sale or for free advertising can make shelter pet adoption the primary option. This proposed law stipulates that no advertisement may be published before the advertiser completes an in-depth paid registration with a corresponding sales tax number. The key is the enforcement mechanism; severe penalties are for websites and publications accepting unpermitted ads. Legitimate websites and publications will be forced to comply due to severe penalties and fines for accepting ads from illicit sources. It is inevitable that Backyard Breeding lawbreakers will not be willing to or have the ability to legally comply, which eliminates their ability to place ads.
