ATTENDANCE REQUIRED FOR THIS POSITION ARE AS FOLLOWS: Non-rotating 40 hour work week, Monday - Friday, 8:00 am - 5:00 pm. Must be available to work additional hours as needed. Who May Apply? All persons legally authorized to work in the United States Overview The Management Assistant provides administrative support to the City Secretary's Office and management. The overall function of this position is to coordinate the City's board, commission, committee and corporation appointments and recruiting; to assist in the preparation of reports and items for city council approval; and to compose meeting minutes. The Management Assistant is expected to provide excellent internal and external customer service to City departments and citizens. Responsibilities * Coordinate board, commission, committee, and corporation (Board) appointments by recruiting individuals to serve on boards using letters to chairperson, Council memos, mass mail-outs, e-mails, press releases, social media, and phone calls; and preparing board packets for Council consideration in the appointment process. * Schedule swearing-in ceremony for newly appointed Board members. Manage filing of Open Meetings Act training certificates for newly appointed Board members. * Manage the filing of financial disclosures per Section 2-311 of City's Code by sending financial disclosure forms to designees, maintaining a log of incoming forms, sending correspondence regarding deadlines, sending copies of forms received to City Attorney, filing original for records, and notarizing and submitting to City Secretary for review and approval. * Coordinate training for city staff liaisons regarding city Board member requirements, including compliance with Texas Open Meetings Act. Update Board member orientation manual and liaison manual as needed. * Coordinate the posting of city board agendas and minutes, board vacancies, current membership rosters and policies to the city's website. * Attend required Council Corporation meetings, prepare minutes, and maintain related folders and documents. * Maintain professional and technical knowledge and skills by keeping required license/certificate current (e.g. Notary Public). * Serve as primary backup to the Executive Assistant to the City Secretary and secondary backup to the Executive Assistant to include, but not limited to: attend city council meetings; compose minutes; process Public Information Act requests, claims, subpoenas and lawsuits; arrange food service and travel arrangements for city council; issue purchase orders; process invoices; answer phones; and greet customers. * May be asked to perform other duties as assigned. Competencies * Possess solid computer skills, including the ability to learn and/or use various forms of software (e.g. Laserfiche, Legistar, Infor and Microsoft Office Suite). * Must have effective communication skills - written and oral. * Demonstrate excellent customer service skills. * Must work well in a team environment. * Must be able to understand and comply with rules and regulations, like the City's Code of Ordinances, City Charter and Election Laws. * Possess strong time-management and research skills and is detail-oriented and self-motivated. Minimum Qualifications * Requires Associate's Degree * Minimum of two (2) years of experience * A combination of education and relevant experience may be considered * Must secure a Texas Notary Public license within 90 days of hire and maintain during employment. * A valid driver's license is required * Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire and maintain during employment.
