JOB POSTING - Deputy Director of Human Resources The Coalition for Humane Immigrant Rights (CHIRLA) is a nonprofit organization founded in 1986. POSITION DESCRIPTION: CHIRLA is seeking a seasoned and people-oriented Deputy Director of Human Resources with at least 5 years of hands-on experience in directing all aspects of human resources operations to achieve excellence and a positive work environment. This position offers an opportunity to flex your managerial skills, knowledge of employment law, and best practices in human resources and labor relations. This is a leadership position, reporting to the Director of Administration and Human Resources, within a dynamic, growing social justice organization. The Deputy Director of Human Resources will coordinate and direct the employee relations programs and functions with support from the Director of Administration and HR and an external HR Consultant, labor relations and administration of employee engagement and retention programs in accordance with the organization's mission, values, and goals. This position will supervise and provide expertise and direction to supervisors and staff engaged in employee relations situations and will interface with union representatives to implement CHIRLA's collective bargaining agreement. In addition, this position will supervise HR recruitment, payroll and other HR teams. ESSENTIAL DUTIES AND RESPONSIBILITIES: Develop and implement HR strategies and initiatives aligned with the overall strategy of the organization. Advise managers and employees about goals, policies, and procedures. Resolve conflicts and grievances among employees and management. Maintain satisfactory labor-management relations with the union and employees through a variety of techniques. Participate in collective bargaining negotiations and ensure compliance with collective bargaining agreements. Plan and conduct new employee onboarding and orientations; coordinate with cross-functional departments to deliver an exceptional first-day experience. Provide guidance for HR or internal employee issues, including advising on performance management, terminations, recruiting, hiring, and compensation and benefits. Investigate problems such as working conditions, disciplinary actions, and employee and applicant appeals and grievances. Provide guidance and recommendations for problem resolution to departmental officials and individuals. Ensure that CHIRLA remains compliant with all forms of Federal and California employment law, in addition to adherence to the Collective Bargaining Agreement. Oversee the development and implementation of employee relations activities, surveys, and engagement/retention efforts. Assess training needs to apply and monitor training programs. Ensure legal compliance throughout human resources management. Prepare and present required and special reports related to employee and labor relations. Evaluate, or review performance evaluations of, all department employees. Oversee the recruitment process and facilitate the hiring of qualified diverse job applicants. Collaborate with departmental hiring managers to understand the skills and competencies required for openings. Recommend hiring, promotion, termination, and discipline. Manage the FMLA/Disability leave process, evaluate leave requests to ensure compliance with state and federal regulations. Conduct exit interviews. Make recommendations for corrective action when necessary. Respond to employee inquiries of moderate complexity regarding HR policies and procedures. Facilitate training specific to HR-related topics. Oversee the maintenance of compliant employee records and files. Oversee the proper calculation of overtime and other payroll processing or Wage & Hour concerns. Assist the Director of Administration & HR to review and develop job descriptions and to properly classify employees under FLSA as well as independent contractors using the ABC test and other relevant tools. Work closely with the Director of Administration & HR and the HR/OD Consultant to schedule and implement supervisor or employee training to standard and policy. Maintain current knowledge of legal regulations, industry trends and best practices in Human Resources; make recommendations to improve current programs and processes and to ensure organization legal compliance. Represent the Director of Administration & HR at committee meetings as needed. Flexible schedule and ability to meet with staff in various locations. Nurture a positive work environment and be visible to employees in all CHIRLA locations, whether via Zoom or in-person. Other duties and responsibilities as needed. SKILLS AND QUALIFICATIONS: Required Bachelor's degree in human resource management or related field. At least five years of progressive leadership experience in a human resources management role and at least three years' labor relations experience in a union environment. At least three years' experience managing a labor union contract and resolving employee grievances under said agreement. At least five years supervisory experience. Knowledge of the NLRA and employer obligations for compliance. Thorough knowledge of labor relations practices and legal requirements. Demonstrated experience and excellent knowledge of California Employment Law required. Excellent judgment, high emotional intelligence, and ability to maintain confidentiality. Strong written, verbal, presentation skills coupled with ability to communicate effectively with all levels of organization. Excellent managerial skills and ability to evaluate and direct the work of others. Excellent verbal and written communication skills. A track record of exhibiting strong analytical, critical thinking, problem-solving skills and ability to interpret and communicate data verbally and in writing. Professional behavior and appearance. Demonstrated knowledge of HR related federal, state, and local laws and regulations. Experience managing job-protected leave in California (ADA, FMLA, PDL, PFL, etc.). Must be a team player and have an interest in working collaboratively to develop creative solutions to business and HR challenges. Excellent managerial skills and ability to evaluate and supervise the work of others. Excellent verbal and written communication skills. Ability to multi-task and work in a fast-paced environment. A high level of integrity and the ability to maintain strict confidentiality. Preferred SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential strongly preferred. Proficient in Microsoft Office (Word), PowerPoint and Google Apps, Gmail, Google Docs & Drive), HRIS, ATS and similar systems, payroll processing systems and online timekeeping systems required. Master's degree in human resources, Business Administration, Social Sciences or related field preferred. Desired Traits or Characteristics Ability to maintain positive working relationships with staff, members, and allies. Ability to work effectively under pressure with last-minute deadlines. Experience collaborating with community organizations in local geographic area. Highly self-motivated, creative, takes initiative, ability to learn quickly, flexible, and able to work as part of an interdisciplinary team of advocates. Must be able to work efficiently and manage multiple projects at once, which may be at different stages of design and execution. Strong commitment to CHIRLA's mission of empowering low-income community groups and immigrants. Interest in and/or history of working for social justice. Strong interpersonal skills, including the ability to successfully relate to community residents. Support CHIRLA's fundraising goals including annual fundraising drive and GALA activities. Able to work independently as well as a member of a team. Bilingual Spanish/English would be helpful. SALARY & Benefits: $86,539 to $93,600. CHIRLA also offers an excellent benefits package, which includes annual paid vacation; additional paid holiday leave in December 24; employer contribution to retirement account after six months of employment and health, dental, vision and life insurance plans. FLSA CLASSIFICATIONS: Exempt/Salaried, full-time, regular Classification: CHIRLA recognizes a staff bargaining unit affiliated with AFSCME Local 4501.
