About the Unit The Geographic Data and Application Development Specialist works in the GIS Support Unit of the Colorado Department of Transportation's (CDOT's) Division of Transportation Development (DTD). The work unit integrates, analyzes, and disseminates data for planning and project development using geographic and data management tools. The unit provides technical resources and training for geographic applications and tools to internal and external stakeholders. About the Position This position analyzes, designs, develops, integrates, maintains, prepares, disseminates, and presents information for use in developing transportation plans. This position presents data through maps, geographic applications, and web tools to internal/external decision makers, managers, and CDOT customers. This position directly participates in planning and project development by integrating, analyzing, and disseminating information, making customized and standardized maps as well as directly participating in the design and modification of tabular and spatial data structures. This position creates and maintains tools to acquire, manipulate and facilitate the exchange of data between differing enterprise databases. This position provides consultation and expertise for cartographic, data development, and management activities as well as CDOT planning and business processes to DTD. Major duties and responsibilities include, but are not limited to: Technical Training, Support and Consultation Provide support and training to internal and external customers in the use and development of spatial and tabular data, tools and software for enhanced decision making and problem solving. Tools and software include ESRI ArcGIS, SQL, Python, PowerPoint and Excel. Help users develop, query, and interpret data and create maps, reports, and documents to present information. Participate in meetings with CDOT regions and federal/state/local agencies to help coordinate multi-agency data collection, data sharing, needs assessments, and analyses. Serve as a member of project teams to recommend, review, and test software. Provide advice and participate in the production and coordination of information used in planning documents, formal reports, and public meetings. Geographic Tool Development Facilitate geographic tool and data development, analysis, integration, and dissemination. The tools support CDOT in decision making and program development, and to improve CDOT's efficiency in the use of geographic data. Design, build, maintain, and enhance tools by fixing defects, adding new capabilities, presenting demonstrations, and training classes. Utilize some or all of the following: HTML, Python, JavaScript, CSS, ESRI ArcGIS Enterprise, ESRI ArcGIS Online, XML, SQL Server, .NET, MS Access. Use project management skills to ensure timelines for stakeholders, stay within budget, and to oversee the proper utilization of effective technological solutions. Data Development and Maintenance Provide consultative guidance and designs; create, interpret, and maintain databases, both spatial and tabular, used to support planning, project development, and other CDOT activities. Package and disseminate information in formats that allow further and specialized analysis by individuals and GIS tools/models. Analyze customer needs and make recommendations to management on incorporating additional data into the CDOT GIS inventory. Analyze and interpret source data from satellite and aerial imagery, CAD files, and survey data for a wide variety of needs determined in cooperation with CDOT Region staff. Design and maintain spatial and relational SQL Server databases and ESRI geodatabases that will integrate into CDOT's infrastructure and solve business problems. Provide quality control for data, which includes implementing data integrity rules when needed, and writing scripts for quality control (QC) checks of data. Cartographic Map Products and Report Development Prepare maps and reports for use within CDOT, other state agencies, local agencies, and external stakeholders. Data used will include spatial (raster/vector) and tabular (Microsoft Access, SQL Server, ESRI geodatabase). Determine software and tools needed to create maps and reports for internal and external customers. Review and perform quality assurance/quality control of deliverables. Deliver accessible maps and reports in various formats for formal documents, presentations, and web applications. Communicate with customers to gather project/task requirements and gain approval of the solution. Data Analysis Perform analysis to assist CDOT staff and management in making informed decisions for project development and transportation planning. Use geographic and statistical software, and database queries to perform analysis of spatial and tabular data. Use tools and queries to create Quality Assurance / Quality Control processes to measure and validate the accuracy and confidence of analyses. Prepare maps and reports to effectively depict results. Document processes and present results to project teams and management in non-technical terms. Utilize ESRI ArcGIS, SQL Server Management Studio, and Excel. Other Duties as assigned. Work Environment: Your schedule will primarily be daytime hours, Monday-Friday. We are flexible to meet your work/life balance needs while ensuring CDOT business needs are met. A hybrid schedule with a combination of in-office and remote work may be available after completion of the training period. Travel within the state and occasionally to other states may be required in order to attend meetings and conferences. Minimum Qualifications: Four (4) years of relevant experience in GIS, Geometrics, Geography, Civil Engineering, Geotechnical or Geological Engineering, Computer Science, Planning Environmental Science or another field closely related to the major job duties. AND two (2) years of professional work experience using GIS and other technology in developing and/or maintaining geographic databases, mapping applications and/or related spatial data products. Must have experience with ESRI ArcGIS software. OR A Combination of Education and Experience: A combination of relevant education and experience equal to at least six (6) years. GIS, Geometrics, Geography, Civil Engineering, Geotechnical or Geological Engineering, Computer Science, Planning, Environmental Science or another field of study related to the duties of this position will be considered. Professional work experience using GIS and other technology in developing and/or maintaining geographic databases, mapping applications and/or related spatial data products which included ESRI ArcGIS software will be considered. College Transcripts: If you are using education to qualify, a legible copy of your official or unofficial college transcript(s) or a foreign credential evaluation report must be submitted with your application. Experience with some or all of the following: HTML, Python, JavaScript, Oracle, CSS, XML, SQL Server, .NET. Familiar with CDOT's OTIS (Online Transportation Information System) a plus.
