Job Summary Avid Systems is seeking a Policy Analyst to support the Health Care Reform and Innovation Administration (HCRIA), Department of Health Care Finance (DHCF). The Policy Analyst has responsibility for supporting maternal health care delivery and payment innovation activities, including providing program oversight, coordination with relevant participating providers and sites, drafting federal reporting requirements, participating in discussions to provide feedback to federal agencies, and conducting provider recruitment activities to support the agency's work to implement the Center for Medicare and Medicaid Innovation (CMMI) Transforming Maternal Health (TMaH) model. This work will involve supporting maternal health care delivery and payment innovation initiatives, including providing policy analysis, program oversight, coordinating with relevant participating providers and sites, drafting federal reporting requirements, participating in discussions to provide feedback to federal agencies, and conducting provider recruitment activities. The Policy Analyst will work under the general supervision of the Supervisory Health Care Program Manager for the Health Care Reform and Innovation Administration (HCRIA). The incumbent exercises independent judgment and initiative in accomplishing assignments and projects. MAJOR DUTIES AND RESPONSIBILITIES Assesses, evaluates, and implements maternal health payment and delivery system innovation. Supports the TMaH Project Director with all reporting requirements and maternal health provider engagement activities to support eligible Medicaid beneficiaries and recruit providers. Works collaboratively with grant subgrantees, providers, and key community stakeholders to design and conduct analyses to meet care delivery and payment milestones under TMaH. Works with District DC Health Information Exchange partners to identify requirements for appropriate data sharing for maternal health care coordination for social and behavioral health. Serves as a liaison to providers, sites, community-based organizations, and local and federal government agencies on implementing the TMaH model. Assists with the review of maternal health utilization data and health outcomes; makes appropriate recommendations to the programmatic teams. Researches maternal health service delivery policy and payment options at the national, state, and local levels of best practice standards, innovations and trends. Presents complex, analytical written documents, oral reports and briefing as directed. COMPETENCIES Demonstrated experience directing the development of State-wide health transformation and/or innovation policy and/or activities for compliance with federal programs. Mastery knowledge and experience in health system transformation and practice transformation technical assistance, including designing, developing, and implementing approaches to improve health outcomes, especially related to maternal health. Mastery knowledge of coverage and coordination requirements for maternal health services within the Medicaid, CHIP, and Alliance programs and other federal and state level health care and health care financing efforts, in particular, those relating to maternal health care payment and delivery system reforms in the Medicaid program.
