Position is only open to current City employees with permanent NYC civil service status as Administrative Staff Analyst or permanent in an equivalent title that is eligible for transfer under 6.1.9 to Administrative Staff Analyst . Description: Position Summary: The Chief of Staff is responsible for executing the CIO's strategic plan, leading highly-visible workstreams within DIIT and agency-wide cross-functional projects. The Chief of Staff will also provide support to the CIO by overseeing and coordinating day-to-day activities or special assignments related to issues affecting the various organizations of the school system. The Chief of Staff represents the CIO at meetings with DIIT senior leadership and relevant central offices and divisions. Performs related work.Reports to: Chief Information OfficerDirect Reports: Special Assistant to the CIOKey Relationships: DIIT's Cabinet and senior leadership, and business leaders. Responsibilities: Supports the Chief Information Officer in the development and implementation of policies, practices, and procedures in support of the agency's objective to provide every student with equal opportunity and access to high-quality programs. Coordinates and facilitates the division's leadership team, managing IT policy development and implementation. Provides leadership direction and management of critical and time sensitive projects assigned by the CIO, ensuring alignment of objectives between day-to-day operations and the DIIT's critical strategic initiatives. Provides strategic direction and counsel to the CIO on high-priority initiatives and in exigencies as they arise. Serves as the chief point of contact with the Mayor's Office/City Hall, OMB and other City agencies; serves as a liaison with high-level officials of government agencies. Meets individually as needed or as directed by the CIO with members of the senior leadership team and with others. Provides strategic consultation to the CIO and senior staff on planning and execution of business development opportunities and IT policy development. Develops agenda items and deliverables, including high-level memos and reports for regular meetings between the CIO and DOE senior leadership. Prepares non-routine correspondence and memoranda on both technical and administrative matters. Coordinates the CIO's schedule with their Executive Assistant and screens inquiries and manages administrative staff. Minimum Requirements: A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. A baccalaureate degree from an accredited college and four years of professional experience in the areas described above, including the 18 months of executive, managerial, administrative or supervisory experience. Plus: A minimum of 10 years of applications and/or systems development experience with at least 3 years at an executive level. A minimum of 3 years working in the public sector. Preferred: An undergraduate or postgraduate degree in computer science, engineering, finance, business management, or a related field. Well organized; able to work under pressure and effectively prioritize in a demanding environment. Clear communicator who can make presentations to a variety of constituencies within the Department of Education. Ability to communicate, motivate, and inspire cross-functional teams with professionalism and clarity. Ability to influence, build relationships, and lead successful teams. Strong analytical, strategic thinking, and problem-solving skills. Salary: $170,000 - $175,000 (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
