I. Job Summary Serves as process compliance expert for the entire corporation for The Department of Transportation (DOT) and the Company's Substance Abuse / Return to Duty Program. The position will also support the Drug and Alcohol Random Testing Programs and DOT Driver Qualification Files. Performs duties at the professional level with all levels in the field and Substance Abuse Professionals (SAPs). Collects and analyzes quarterly drug and alcohol data to follow up on missing information, compliance status, correct categorization of testing and other functions related to the management of the drug and alcohol testing program. Reviews key areas for process knowledge, compliance, decision making on low level background checks / MVR reviews as needed. Assists the Sr Manager, Employment Programs in ensuring that all facets of compliance are maintained. II. Essential Duties and Responsibilities Primary contact for management of Company's Self Admit and DOT required Return to Duty and random testing programs (DOT, Non-DOT / Safety Sensitive). Reports all DOT's Federal Motor Carrier Safety Administration (FMCSA) Refusal to Test to the Clearinghouse. Reports all Return to Duty and Follow Up Testing Plan completion to the Clearinghouse. Communicates with SAPs on employee compliance and manages non-compliance communication to the manager and Human Resources. Works closely with the Pre-Employment team on new hires that are coming into WM with a follow up testing plan. Provides support to the field on the Company's random testing program by closing out testing that has not been correctly ordered and providing weekly testing updates. Supports the field in FMCSA Driver Qualification file compliance issues. Review and grade first level background check issues on MVRs. Conducts follow up on vendor issues. III. Supervisory Responsibilities This job has no supervisory duties. IV. Qualifications The requirements listed below are representative of the qualifications necessary to perform the job. A. Education and Experience Education: Bachelor's Degree (accredited) in Human Resources, Business Administration, or similar area of study, High School Diploma or GED (accredited) and four (4) years of relevant work experience. Experience: Three (3) years of relevant experience in role where management of employee data/reports for multiple items has been a key function (in addition to education requirement) required. Three (3) years in the areas of hiring and using vendor systems, DOT/FMSCA compliance and I-9 compliance preferred. B. Certificates, Licenses, Registrations or Other Requirements Preferred: Professional in Human Resources (PHR)-HRCI preferred. C. Other Knowledge, Skills or Abilities Required: Advanced level computer skills in Microsoft Office (specifically Excel and PowerPoint). Preferred: Oracle ORC or Oracle HCM.
