The City of La Habra is recruiting to fill the position of Utilities Supervisor in the Public Works Department. ABOUT THE CITY Today the City is home to a population of over 63,000 residents within La Habra's 7.3 square miles. ABOUT THE DEPARTMENT The Department of Public Works is responsible for developing and maintaining the City's infrastructure, which encompasses many areas. The Department has seven Divisions which include Administration, Fleet Maintenance, Parks and Trees, Refuse, Street Maintenance, Water/Sewer, and Engineering. The Director of Public Works oversees these Divisions and the Department's 53 employees. ABOUT THE POSITION Under general direction, plans, organizes, manages, and supervises the work of water and sewer technicians in the Water and Sewer Divisions of the Public Works Department; performs a variety of technical assignments relative to the divisions; responsible for the safety and training of subordinates; complies with all Federal, State, and County water and wastewater system requirements; and performs related duties as assigned. SUPERVISION RECEIVED AND EXERCISED Receives direction from the Utilities Manager and the Public Works Director. Exercises general supervision over water and sewer technicians for the general operation and maintenance of the Water and Sewer Divisions. Plan, organize, assign, supervise, and review the work of water and sewer technicians. Assist with the preparation of the annual operating budget for water and sewer operations. Assist with personnel actions including employee selections and performance evaluations. Assign work daily for multiple crews; check on work progress throughout the day. Conduct required safety training and other operational training sessions. Prepare various compliance reports on operations and activities of division. Oversee work of contractors. Evaluate operations and activities; recommend improvements. Coordinate compliance with the California State Water Quality Resources Control Board. Attend required meetings regarding water use. Submit requests for materials, tools, and equipment. Be available to respond to emergency call-outs, 24/7. Perform the most difficult and technically complex work of the Water and Sewer Divisions. Respond to public service calls and complaints. Assist other Public Works Department divisions as required. Perform related duties as assigned. KNOWLEDGE OF: Principles and practices of supervision, training, and performance evaluation. Methods, materials, and procedures used in public works maintenance. Applicable federal, state, and local laws governing water and sewer system operations. Safe work practices. SKILL AND ABILITY TO: Supervise and assist with the work of the City crew. Perform technically complex tasks. Evaluate divisional operations and recommend improvements. Prepare and maintain accurate written reports. Operate a computer and applicable software. Communicate effectively, orally and in writing. EDUCATION/TRAINING/EXPERIENCE Completion of high school diploma or equivalent, supplemented by vocational or technical training in water utility science or related fields. Five (5) years of increasingly responsible experience in the operation and maintenance of water systems, including two (2) years in a supervisory capacity. LICENSE AND CERTIFICATION REQUIREMENTS Maintain and possess a valid Class C California driver's license. Possession of a Grade T2 Water Treatment Operator certificate, C2 Wastewater Operator Certification, and Grade D4 Water Distribution Operator certificate is required. A Grade D5 Water Distribution Operator certificate is required within one year of employment. PHYSICAL QUALIFICATIONS While performing the duties of this job, the employee is regularly required to use hands and arms, stand, talk, or hear. The employee must frequently lift and/or move up to 50 pounds. SPECIAL CONDITIONS In accordance with Government Code Section 3100, all La Habra city employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster.
