Valley Transit is actively seeking an experienced and detail-oriented individual to join our team as a Financial Accounting Manager. This critical role is responsible for financial reporting, account analysis, and supporting the daily financial functions of Valley Transit. The Financial Accounting Manager will assist the General Manager with accounting, auditing, report preparation, and compliance with federal and state requirements. The ideal candidate will be highly organized, able to manage multiple tasks, and possess strong leadership skills. The Ideal Candidate will have: * At least four to five years of accounting experience, ideally in a public utility or municipal government setting. * Ability to work independently with high initiative and attention to detail. * Strong knowledge of governmental accounting standards and generally accepted accounting principles. ESSENTIAL JOB FUNCTIONS Assures and maintains compliance with 2 CFR 200-Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. Manages and prepares the monthly, quarterly, and annual reports for the Fox Cities Transit Commission. Coordinates Valley Transit's independent financial audit. Prepares necessary work papers for audit including schedules related to Valley Transit funds. Provides details for the Management and Discussion Analysis for Valley Transit funds for the Annual Comprehensive Financial Report. Manages general ledger including responsibility for journal entries and reconciling accounts related to Valley Transit. Responsible for purchase orders and payment authorizations for Valley Transit. Manages the partner municipalities and counties reimbursements to ensure accurate reconciliation of Valley Transit services. Monitors, troubleshoots, researches, and suggests enhancements to system to ensure system is operating correctly and internal controls are met. Assumes primary responsibility in the development and management of the department's operating and capital budgets. Provides monitoring and analysis of budgets to management and discusses concerns and data throughout the year. Performs fixed asset accounting and reporting for enterprise funds. Establishes an effective role as a liaison with the partnering municipalities, counties, Wisconsin Department of Transportation, and Federal Transit Administration. Provides financial operation and administrative guidance to Valley Transit management. Resolves customer complaints regarding financial concerns. Develops and maintains departmental procedures and policies related to Valley Transit in coordination with the General Manager. Prepares and administers state, federal, and local operating assistance grant applications. Prepares monthly financial statements, including statistical data and impact on budget. Calculates and reconciles the appropriate expense and revenue allocations and distributes among the various grant programs and funding sources (federal, state, partnering municipalities, three counties, and various private/public funding partners). Assists in developing, negotiating, coordinating and administering contracts. Analyzes operations and financial data and prepares costs and farebox revenues generated from alternated service options and fares. Maintains fixed asset inventory. Prepares state and federal financial statistical reports. Coordinates and prepares procurements as Valley Transit's procurement subject matter expert. Develops, submits, and updates Valley Transit's Disadvantaged Business Enterprise (DBE) program as the designated DBE Officer. Prepares, coordinates, and submits data into the National Transit Database (NTD). Calculates, prepares, and submits reports for approval by the General Manager and subsequent reimbursement through ECHO Maintains regular punctual and predictable attendance, works extra hours as required. OTHER JOB FUNCTIONS Reviews and approves payments to vendors. Prepares Fox City Transit Commission Agenda and Minutes Assist in preparing contracts and agreements that impact Valley Transit. Develops spreadsheet applications to meet audit, budget and debt requirements and management analysis. Manages or assists with special projects as needed for financial system management and financial related regulations and analysis. Attends committee and Common Council meetings as required.Bachelor's degree in accounting or related field, four to five years accounting experience preferably a public utility or municipal government setting, one to three years supervisory experience, CPA required or equivalent combination of experience and training which provides the following knowledge, abilities and skills: Knowledge of principles and practices of accounting, budgeting and finance for transit and municipalities. Knowledge of governmental accounting standards and generally accepted accounting principles. Ability to work independently with a high degree of initiative and self-motivation requiring planning, scheduling, coordination of tasks/resources and problem solving. Ability to maintain confidentiality of sensitive materials, records and conversations. Ability to maintain financial records and accounts. Ability to prepare financial reports. Ability to assist in various aspects of budget preparation. Ability to communicate effectively, both orally and in writing, with individuals, both inside and outside the organization. Ability to coordinate and handle a variety of programs and activities within the time frame required. Ability to maintain effective working relationships with fellow employees and deal courteously and tactfully with other governmental agencies and the general public. Ability to perform most work from a sedentary position. Ability to work at a computer for sustained periods of time. Ability to sustain prolonged visual concentration Ability to lift 15 to 20 pounds. Proficient in Microsoft Excel or other spreadsheet programs and Microsoft Word or other word processing programs.
