This position is subject to close at anytime Under direction, the purpose of the position is to perform technical engineering tasks and reviews specializing in the area of traffic engineering including; traffic studies, traffic data analysis, operational improvements, operational analysis, field reviews, safety assessments, analysis of crash data, signalization plans, signing and pavement marking plans, construction/site plans, traffic control plans for road construction, closures and detours, responding to citizen's concerns regarding traffic issues, review of methodologies and traffic impact studies for developments, and participation in the development review process. The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position. * Performs routine technical engineering design review for both public and development projects in the fields of signalization, signing and pavement markings, and temporary traffic control * Reviews signalization submittal data * Assist in managing and reviewing signal, left turn and multi-way stop warrants * Assists with reviews and evaluations of traffic engineering components of construction/site plans associated with applications for development to ensure compliance with the County Land Development Codes (LDC), Ordinances and the Comprehensive Plan * Assists with reviews and providing comments on development Methodologies and Traffic Impact Analysis (TIAs) reports * Evaluate and respond to citizens requests for traffic calming , safety improvements, speed limit reduction, parking and other traffic engineering related requests * Assists with providing technical information and interpretations of codes and regulations regarding traffic engineering issues to the general public, developers, permitting agencies, consultants, contractors and County staff * Provides input on observations during studies for circulation and safety enhancement projects for the purpose of determining candidate safety and roadway projects * Reviews plans for various safety projects while ensuring compliance with Florida Department of Transportation standards * Analyze traffic data which may include, but is not limited to, traffic counts and crashes * Prepares presentations and non-scaled drawings for reports, including annual maps for Capital Improvement Projects * Create thematic maps using Geographic Information Systems (GIS) software for candidate projects, project programming, County signal and school flasher inventories and other miscellaneous traffic engineering related projects * Utilize GIS software to perform spatial analysis and research, and manipulate and edit data to produce maps, tables and graphics for traffic engineering projects and grant proposals * Assists in identifying, managing, and submitting candidate projects for the Safe Routes to School (SRTS) grant program * Assists in identifying, managing and submitting candidate projects for Local Agency Program (LAP) funding * Attend Community Safety Meetings (CTST) and Best Foot Forward events as work flow permits Education: Bachelor of Science degree in Civil Engineering or related field. Experience: Two (2) years of experience with an emphasis in Traffic Engineering or Transportation Planning; or an equivalent combination of education, and experience in a field related to traffic engineering, such as traffic related studies, transportation planning, signing and pavement markings, traffic signal/ITS and minor roadway related design. Preferred Experience: * Working knowledge of AutoCAD, ArcGIS and/or other GIS and GPS tools and software * Working knowledge of the MUTCD, TEM and FDOT standards and guidelines and the Trip Generation Manual * Working knowledge of Signal4 Analytics * Familiarity of the County Land Development Code, Ordinances and Comprehensive Plan * Familiarity with software and methodologies used in traffic forecasting and projecting future traffic volumes * Transportation Site Impact training Miscellaneous: Must possess and maintain a valid Florida Driver's License. * Knowledge of the principles and practices of traffic or transportation engineering. * Knowledge of the principles and practices of GIS. * Ability to build and maintain GIS databases, and use GIS software to analyze the spatial and non-spatial information in them. Ability to review GIS data for currency and accuracy; and create thematic maps for environmental and educational purposes. * Knowledge of pertinent federal, state and local rules, regulations, ordinances, and other regulatory standards applicable to the work. * Knowledge of the body of available and current information resources applicable to the functions for technical research purposes and for special projects as may be assigned. * Ability to interpret rules, regulations, and policies to support effective decision-making in accordance with established precedent. * Interpersonal, leadership, management and communications skills; ability to communicate professionally verbally, in writing, and in presentations. * Skill in researching, compiling, and summarizing statistical data and information materials. * Ability to utilize personal computers, standard office equipment and standard software applications, e.g., word processors, database software, spreadsheet applications. * Ability to establish and maintain effective working relationships and communications with internal and external customers, industry professionals, co-workers and the public. * Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with direction. * Ability to interpret a variety of instructions in written, oral, diagram, or schedule form. * Ability to perform technical work that requires a solid understanding of basic algebra and statistics * Ability to understand and follow complex written and oral instructions * Ability to communicate technical ideas effectively, both orally and in writing PHYSICAL DEMAND REQUIREMENTS: Physical Demand: Light * 20 pounds maximum lifting * Frequent (up to 2/3 of the work time) lifting, carrying up to 10 pounds * If less lifting involved will require significant walking/standing * If mostly sitting is involved will require push/pull on arm or leg controls * Expressing or exchanging ideas by spoken worl or perceiving sound by ear. * Good eye sight for production or safety of self and others. * Physical agility is required in kneeling, bending, stooping, and reaching. * Required to have clear vision at distances of 20 inches or less.
