COLORADO PARKS AND WILDLIFE Our Mission is to perpetuate the wildlife resources of the state, to provide a quality state parks system, and to provide enjoyable and sustainable outdoor recreation opportunities that educate and inspire current and future generations to serve as active stewards of Colorado's natural resources. The Branding and Communications Section exists to lead the planning, development, creation, implementation and evaluation of creative methods and communications techniques to efficiently communicate CPW programs, products and activities to local, regional and national publics based upon CPW leadership goals. The work unit is responsible for communicating with the public using the agency website, press releases, social media, regulation brochure publications, mass marketing efforts, video, and Colorado Outdoors Magazine and blog. The work unit is also responsible for pricing, production and distribution of these materials. The work unit is also responsible for overseeing the CPW retail operations, including the online store. The Colorado Wildlife Council (CWC) is a public council of nine members (eight volunteers and one Colorado Parks and Wildlife (CPW) employee). The Council is charged with designing a media-based public information program to educate the general public about the benefits of wildlife, wildlife management, and wildlife related recreational opportunities (specifically hunting and fishing) in Colorado. The Council's funding is from a $1.50 surcharge on all hunting and fishing licenses and their current spending authority is $3 million. The Program Assistant position supports the Council, manages the CWC budget and payment processing, organizes all meetings and communications, and manages the CWC archive. The position exists to serve as the primary program support, both technical and administrative, for the Colorado Wildlife Council (CWC) and to help the Council achieve its statutory purpose. This role interprets processes for the Council, operational and financial management (payment processing, requisitions, budget management, following fiscal rules, etc), coordinates all meeting logistics, recording of meeting minutes, treasurer report assistance, document organization on the website and archive, and adherence to the Colorado Open Meetings Act (COMA). The statutory purpose of the Colorado Wildlife Council, in accordance with C.R.S. 33-4-120, is to: 1. Oversee the design of a comprehensive media-based public information program to educate the general public about the benefits of wildlife, wildlife management, and wildlife-related recreational opportunities in Colorado, specifically hunting and fishing. 2. Prepare an annual operational plan for the approval of the Director of Colorado Parks and Wildlife in coordination with the Director and staff. The budget in the annual operational plan shall reflect the State fiscal year. 3. Expend monies from the Wildlife Management Public Education Fund in accordance with the operational plan approved by the Director; except that all such expenditures shall be within the scope of the activities and funding levels authorized in such operational plan. Specific duties include, but are not limited to: Colorado Wildlife Council Meeting and Communications Support This position provides technical and executive support to the Council. Which includes, but is not limited to, 12 formal monthly meetings (in-person and virtual) and 10-20 conference calls or subcommittee meetings annually. The scope of attendees at meetings includes nine Council members, one CWC program support staff, 4-8 contract employees, and 3-4 guests. Council Meeting Management Coordinates CWC and subcommittee meeting logistics (in-person, virtual, hybrid): manages the process and uses judgment for establishing final agendas in concordance with Chair/Vice Chair; creates treasurer reports and shares insights with Council Treasurer, creates and ensures timely posting of public notices and meeting documents; corresponds and communicates with all parties involved (Council members, advertising agency, staff); responds to requests from members of the public with interest to attend; posts all documents to CWC webpages; proposes meeting dates for each calendar year, plans and determines meeting locations, lodging, venue, audio/visual, and catering arrangements; Requests prior approvals for official functions; and prepares, records, and finalizes meeting minutes. Staff Liaison and Communications Responds effectively and accurately to requests from Council members, advertising agency, CPW staff, and public regarding Council business; supports and makes recommendations to Council Chair and other Council members; manages Council correspondences and advises of issues/concerns that need to be brought to their attention; serves as liaison between CWC and hired advertising agency, CPW Executive Management Team(EMT), DNR, and Attorney General (AG); provides CPW/DNR updates at CWC meetings when needed; provides CWC updates to DNR/CPW when needed; facilitates the drafting of the annual operational plan and updates policies, bylaws, etc.; and responds on behalf of the Council via their email account. Reviews creative content and assets for accuracy regarding CPW, wildlife, etc. Oversees work of the subcommittees to ensure work is being completed by subcommittee members. Responds effectively and accurately to customer requests (internal and external). With direction from the CPW Director recruits, interviews, and onboards new Council members. Understands and follows general CPW volunteer engagement policies and protocols; oversees CWC volunteer hours in the CPW database. Hires, trains, and manages any CWC seasonal staff. Implements all CWC action items. Manages any CWC assets that are stored on CPW property (trailer, giveaways, wardrobe from photo shoots), regularly reviews and edits CWC webpage on CPW website and CWC website Council Budget and Cost Center Management Functions independently and is solely responsible for managing the cost center operations for the Colorado Wildlife Council. Ensures advertising agency, travel, overall meeting costs, supplies, and other expenses do not exceed the allocated budget. This position understands, interprets, and is kept informed of fiscal, procurement, and personnel rules to provide technical advice, clarification, and guidance to the Council and advertising agency. Initiates all requisitions (RQS); facilitates and participates on request for proposal (RFP) committees to review/rate proposals and onboards contracted advertising firm, and processes all payments (GAX/IN) within the state accounting system, Colorado Operations Resource Engine (CORE). Manages, reviews, processes, and records all invoices and travel reimbursements in CORE. Forecasts, tracks and monitors expenditures and revenue for the CWC program budget to ensure accuracy and transparency. Prepares and interprets bi-monthly treasurer reports for the CWC Treasurer. Develops and manages a budget tracking system and reconciles the budget. Oversee CWC budget development and make recommendations to CWC during the budget planning process. OneCard: executes allocations monthly, confirms correct coding, ensures accuracy of receipts and supporting documents to comply with state standards, adds to the budget tracking system, and enters into electronic receipt management (SARA). Enter monthly odometer readings for the CWC vehicle into CARS and tracks expenses in the budget. Completes ARAS requests and payments for Sponsorships. Website and Archive Management Responsible for overseeing CWC records on the webpage and archive to provide public information and keep the Council, constituents, and staff informed. Establishes processes to keep official meeting records public to ensure adherence to COMA and manages retention of public records in the Google Drive CWC archive; organizes content on the CPW/CWC website pages for each meeting/conference call and includes all necessary documents (e.g. public notices, agendas, minutes, meeting materials, treasurer reports, operational plans, calendars, statutes). Reviews the Council's external website to ensure proper meeting notices and recommends any necessary changes. Provides guidance to the Council regarding COMA regulations in concordance with the AG. Responds to Colorado Open Records Requests (CORA) quickly and efficiently. Other duties as assigned. Minimum Qualifications Four (4) years of relevant experience in program or office administration/support or an occupation related to the work assigned to this position. OR A combination of related education and/or relevant experience in an occupation related to the work assigned equal to four (4) years. Substitutions * Appropriate education in communications, event and meeting management, marketing, business administration or other field of study related to the duties of this position may substitute for the required experience on a year-for-year basis. Preferred Qualifications * Current or former State experience relevant to this position. * Demonstrated experience working with government agencies on administrative programs. * High level of written and oral communications. * Wildlife, State parks or other outdoor recreation experience. * Experience in public education, communication, or customer service.
