METROPOLITAN DEVELOPMENT - DUTIES: Incumbent handles the drafting/preparation, review, and administration of contracts for the department ensuring compliance with various legal and regulatory requirements; oversees the execution and enforcement of the contracts, ensuring that all parties fulfill their obligations and adhere to the terms and conditions; responsible for administration of all change orders, renewals or extensions and close out. Work closely with city legal department to make sure contracts and terms are favorable and adhere to all funding source requirements. Produce and distribute all correspondence related to contracts, including notice to proceed, letters, memos, emails, and requests for invoices or back up documentation. Presents contracts for approval at various public board and commission meetings. Assists internal team members to develop and issue requests for quotes, bids, and proposals and reviews responses with the team ensuring accuracy and completeness of information. Serves as primary point of contact for any contract-related problems that may arise, both internally and externally. Preparation of requisitions, special purchase requests, and various other aspects of the procurement process. Manage check requests, invoicing, and the final accounting processes for all Interlocal and Interagency Agreements. Assists the Deputy Director and Finance Manager with various accounting tasks including, but not limited to, department budget preparation, capital assets and various reports required by the State Board of Accounts. Responsible for the accounts payable/bookkeeping functions (bids, requisitions, purchase orders, processing claims, obtaining appropriate signatures, distributing checks, etc.) of the Department of Metropolitan Development (including Administrative Section, Brownfield, HOME Admin, Redevelopment, Affordable Housing Trust Fund, UDAG, Casino, and Economic Development.) Receives invoices from vendors and processes accounts payable claims and enters into the computer system (MUNIS). Order and manage inventory of all office supplies for DMD; order supplies for Evansville Land Bank. Maintain office equipment and equipment leases and agreements. Track and maintain annual memberships and subscriptions pertinent to DMD and ERC. Serves as back up to Finance Manager Performs related duties as assigned, which may include special project support and participation in department-wide initiatives related to construction contracts. QUALIFICATIONS: A successful Contracts Manager will have various prerequisite skills and qualifications that typically include: * Excellent problem-solving skills and analytical abilities * Knowledge of the bidding process for multi-disciplinary projects * Proven management and leadership skills * Understanding of contract conditions and relevant regulations * Excellent attention to detail * Strong communication and interpersonal skills * Ability to exercise independent judgment. Knowledge of standard office procedures and the ability to operate modern office equipment including computer, copier, scanner, and fax machine. Proficient in various computer software including Access, Excel, and Word. Experience with Tyler MUNIS preferred; ability to learn new software as implemented. Thorough knowledge of contracts and the contract administration process. Position occasionally requires public speaking skills. Must possess at least five years' experience in contract administration, accounts payable, or other finance position. Masters degree in Public Administration or Business Administration preferred. Bachelor's degree in accounting or finance required. Must be detail oriented and effectively organize, coordinate and prioritize information. Thorough knowledge of City government functions, and ability to make practical application of the customary practices, procedures, and rules and regulations of the department. Thorough knowledge and understanding of the purchasing process and ability to prepare requisitions and process invoices for department purchases. Ability to obey all written and verbal orders and directives from superiors. Thorough knowledge of applicable local, state, and federal requirements and regulations governing cash management, eligible expenditures, and account procedures. Ability to communicate effectively with the public, co-workers, and agencies in a courteous and tactful manner. Occasionally attends prescribed in-service and/or training programs as assigned or required. Knowledge of standard English grammar, spelling, and punctuation to effectively prepare and complete required reports within established deadlines. Ability to maintain confidentiality of department information and reports. Must possess a valid Driver's License. SALARY: $60,000.00 - $68,000.00 annually based on experience.
