DESCRIPTION If you are interested in being part of a dynamic team working on a wide range of projects and programs that will have a lasting impact on the State of Idaho, the Idaho Department of Water Resources (IDWR) has an opening for a Project Manager 2 in the Planning and Projects Bureau, located in our State Office in Boise, Idaho. This position provides a unique opportunity to combine technical, project management, and supervisorial skills while carrying out water resource sustainability and aquifer stabilization initiatives on behalf of the Idaho Water Resource Board (IWRB). The person in this position will manage the IWRB's Statewide Aquifer Recharge Program, oversee and support the Cloud Seeding Program, plus assist with a range of IWRB projects and initiatives which address regional or statewide water supply concerns. Successful candidates will demonstrate an ability to manage programs and supervise technical staff; communicate effectively to a wide range of stakeholders and partners; develop and implement solutions to complex problems; analyze and evaluate project and program results; develop successful teams; and represent the IWRB and IDWR at meetings and hearings. EXAMPLE OF DUTIES · Hire, train, supervise, and evaluate staff including technical staff and program managers. · Manage programs with shifting priorities including the development of program/project goals, work plans, evaluation methods, and stakeholder coordination. · Assist with the development and implementation of new IWRB programs and/or improvement of existing programs. · Development and management of contracts, budgets, and project performance metrics. · Lead multi-disciplinary internal and external committees, advisory groups, and meetings associated with IWRB programs, projects, and initiatives. · Effectively communicates with internal and external audiences through written, verbal, and presentation formats. · Represents the agency at public meetings, hearings, and conferences. · Directs and reviews technical work assignments and ensures compliance with federal, state, or local standards. MINIMUM QUALIFICATIONS · Experience planning and implementing projects including coordinating the development of project scope, goals, work plans, timelines, implementation strategies, and measurement processes/methods for assessing progress toward goals and project outcomes. Typically gained by a college or university sponsored supervisory course or equivalent (at minimum 40 hours) OR four years of experience performing related duties. · Experience developing and monitoring, contracts. Typically gained by four years of experience developing and managing contracts. · Interpreting and explaining specialized or complex material into information usable by the public.Typically gained by two years of experience working on water related projects. MINIMUM QUALIFICATION SPECIALTIES · Experience analyzing, interpreting, and applying federal, state, and local laws when applying engineering, hydrologic, geologic, or hydrogeologic principles. · Experience supervising staff. · Project management experience involving project planning and administration, including relevant research, documentation, timelines, reports and implementation. · Good knowledge of water resource management systems that relate to water delivery and associated infrastructure, particularly as they relate to agriculture.
