HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams' comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city's history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City's complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth. Your Team: The Office of Enforcement and Neighborhood Services (OENS) leads the agency's effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations. The Office of Enforcement and Neighborhood Services is composed of six divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division (EOD). Your Role: Under direct supervision within the Division of Code Enforcement, the Field Tech/CPM L1 will be assigned to the HQS Unit. The selected candidate's responsibilities will include, but not be limited to, the following; Your Responsibilities: * Conducting citywide inspections of vacant apartments and public areas where rental subsidy assistance will be provided by the federal government through its Section 8 program; * Performing inspections of vacant Section 8 apartments for the enforcement of Housing Quality Standards, in Private and Multiple Dwellings to ensure that the units being occupied are in compliance with the regulations set forth by HUD as well as HMC, rules and regulations; * Preparing inspections and field reports and entering related data into our internal computer systems; * Generating referrals to DOB as well as Adult Protective Services when necessary. * Reporting conditions directly to 311 for Code to respond to when necessary. * Conduct re-inspections on conditions already reported to ensure compliance to provide status to the HQS unit to ensure clients are approved to move in. Minimum Qualifications 1. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or 2. One year of the experience as described in "1" above and a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management; or 3. One year of the experience as described in "1" above and a valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or 4. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a combination of at least two years of experience as described in "1" above and the education as described in "2" above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in "2" above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience. Note: Candidates must specify for each construction project they worked on: a description of the construction project, the time period they worked on the construction project, and the type of work they performed. Candidates must also specify the money allotted for the project. Driver License Requirement: At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment. 5. For Assignment to Level II, In addition to meeting the "Qualification Requirements" above, candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in "1" above. 6. For Assignment to Level III, in addition to meeting the Qualification Requirements for Construction Project Manager, candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question "1" above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations, license suspension or an accident record, you may be disqualified. Preferred Skills * The ability to speak and read in more than one language. - Must have and maintain a valid NYS driver's license. - Candidates must be proficient in most Microsoft applications. - Preference will be given to candidates that have taken and passed the Construction Project Manager Exam #0169 or Exam #3042 Note: - Candidates will be trained as an EPA Certified Lead Inspector within 4 months of employment. - Candidates may be assigned to any of the five boroughs and may be scheduled to work evenings and weekends. 55a Program This position is also open to qualified persons with a disability who are eligible for the 55-a Program.
