Oversees the work that is performed in the maintenance and operations of parks, rights-of-way, special facilities, medians, municipal building areas, and other city facilities within an assigned area of the City. Oversees parks maintenance crews, part time staff, special projects and volunteer groups. The ideal candidate will be a motivated individual with great communication skills that thrives in a team environment and demonstrates the ability to lead a small crew. The ideal candidate will have previous professional landscape experience with knowledge in many aspects of park and ball field maintenance. The examination process for this position will include a panel Interview and may include a written assessment. All communication regarding application status and interview notifications will be sent via email- please monitor your junk/spam email for communication as messages will come from a system generated source. * Maintains responsibilities by leading work crews, developing performance indicators, writing reports, developing budget information, and obtaining estimates for parks projects. Directs, schedules and evaluates daily work activities of assigned staff. Provides technical expertise, conducts and coordinates staff training. Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures. Oversees work performed by contractors for the City. * Inspects project sites by traveling to various sites including different parks, rights-of-way, facilities, inspecting and checking progress. * Performs other duties by typing memorandum, letters, and reports; reviewing and commenting on engineering plans for park projects, landscape and right of way plans, and attending various meetings. * Performs a variety of maintenance and installation of the irrigation and back flow prevention system. Applies herbicides, fungicides and maintains pesticide records; maintains playground equipment including assessment of safety, wear and repairs and maintains accurate safety inspection records. * Requisitions materials, supplies, and equipment needed for the maintenance of assigned park facilities. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service. Estimates and manages material and labor cost for special projects, improvements in parks and right of ways. * Performs office duties by scheduling and attending meetings, generating reports, participating in training, and assisting with budget preparation. Provides input on performance reviews for assigned crew. Reports and documents all weekly park employee and crew hours. Takes the lead in developing JHA's standard operating procedures for the division. Maintains the division safety strategic plan by upholding the standards for maintenance. * Formal Education/Knowledge: Work requires knowledge of a specific vocational, administrative, that may be obtained with six-months/one year of advanced study or training past the high school equivalency. Community college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training. * Experience: Minimum three years experience in a related field. * Certifications and Other Requirements: Valid Driver's License, Arizona Structural Pesticide License in Right of Ways or Turf & Ornamentals and must posses one or more of the following certifications (or equivalent): * Certified Nursery Worker * Certified Master Gardner * Arizona Certified Landscape Professional * Turf Grass Professional * Certified Arborist by the I.S.A. * Certified Backflow Inspector * National Playground Inspector * Reading: Work requires the ability to read traffic reports, contracts, specifications, blueprints, budget information, memorandum, and general correspondence. * Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication and division, as well as general algebra. * Writing: Work requires the ability to write reports, project updates, performance appraisals, letters, and general correspondence. * Managerial: Semi-Complex - Work requires functioning as a lead worker performing essentially the same work as those directed, and includes overseeing work quality, training, instructing, and scheduling work. * Policy/Decision Making: Moderate - The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. More complex work as well as decisions with more significant impacts may be reviewed prior to being finalized * Technical Skills: Broad Application - Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities. * Interpersonal/Human Relations Skills: Moderate - In addition to the sharing of information, interactions at this level may also include providing advice to others outside direct reporting relationships on specific problems or general policies/procedures. In many of the interactions, contacts may require the consideration of different points of view to reach agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas. 12 month objectives * Become familiar with the Parks Operations Plan as it pertains to your assigned areas along with the Parks Audit Program and follow accordingly. * Complete sport field and other rental requests daily and communicate regularly with the Parks Supervisor and Recreation Coordinators. * Complete accurate weekly and monthly park audits/reports for each of the areas assigned, communicate needs to appropriate parties of responsibility. * Adhere to City policies and safety procedures in accordance with the City guidelines, training and orientation for tools, equipment and vehicles * Become knowledgeable in the operation and maintenance of irrigation systems in your assigned areas. To be proven by passing a field test administered by the Parks Supervisor. * Complete training on operation of mowers and equipment. Learn how to operate all equipment safely and efficiently to reduce risk to the operator, other staff and park patrons in accordance with the standard operating procedures * Adapt to a changing work schedule that may include working overtime and on weekends when necessary. * Actively participates in the Parks Safety Program. Attend all safety meetings in the first year. * Provide consistent feedback to the Parks Supervisor on crew members for performance reviews. * Attend and participate in quarterly Parks & Recreation meetings. * Be able to interact with various departments, divisions, and City personnel on a positive level. * Initiate some personal goals and objectives for your performance review. * Become proficient on spray unit operations for herbicide and fertilizing applications.
