Summary Position is located in the Department of Veterans Affairs, Veterans Health Administration, Mid-Atlantic Health Care Network (VISN 6), Asheville VA Medical Center, Health Administration Service (HAS), Asheville, NC and has responsibility for the administrative co-ordination of transportation and patient funds activities. Responsibilities Major Duties to include but not limited to the following: Determines eligibility for the program, and processing reimbursement Maintains communications with receiving facilities regarding beneficiaries return travel arrangements Reconciles vouchers against authorizations for accuracy prior to preparing certification for payments Prepares daily expenditure reports Manages activities for beneficiary travel control points Maintains a master control of deductibles met for each month on every patient that visits this facility and authorizes or denies reimbursement accordingly Maintains accounting records and control log Responsible for the accuracy of all patient funds transactions, including all deposits and withdrawals Prepares all paperwork and computerized tracking utilizing the Veterans Personal Finance System (VPFS) for deposited or unclaimed money Daily reconciles the amount of funds on deposit with fiscal service records Serves as technical advisor to social workers and others in the disbursement of funds on deposit for patients being placed in Community Living Center and/or other patients with fiduciaries or conservators Serves as liaison with DAV Travel Network Acts as technical expert to the DAV Travel Office relative to criteria, VA Policies and procedures relevant to transportation activities Distributes and balances the workload among employees in accordance with established work flow or job specialization, assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy Maintains records of work accomplishments and time expended and prepare production reports as requested Gives on the job training to new employees in accordance with established procedures and practices Approves leave for a few hours or for emergencies Provides information to supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs Performs other related duties as assigned Work Schedule: M-F 0730 - 4:00pm Virtual: This is not a virtual position. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of VA regulations, procedures and policies relative to both the Beneficiary Travel and patient funds activities, accounting skills, basic math skills are required to debit and credit account cards and to reconcile balances with fiscal records, must have office automation abilities, to include knowledge of email system, MS Office, spreadsheets and other equipment to prepare correspondence, basic medical terminology and extract information and mileage from computerized road atlas and city street maps.. You will be rated on the following Competencies for this position: Attention to Detail Audit Reporting Compliance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
