POSITION OVERVIEW: NYCEDC's Capital Program is responsible for channeling New York City's capital budget investments into design and construction projects that advance the City's economic development. The Capital Program's staff consists of design and construction professionals; administrative staff; and project support analysts who work together to provide physical infrastructure, facilities, and amenities that strengthen the City's competitive position through the implementation of a wide variety of municipal construction projects. Capital Program Project Manager will work directly with Project Managers and Supervisors to facilitate the on-time and on-budget delivery of capital projects. On a day-to-day basis, the Manager will be responsible for monitoring project budgets, executing contract documents, reviewing progress payments, and ensuring compliance with any applicable contracts, rules or regulations for their assigned portfolio of projects. ESSENTIAL DUTIES AND RESPONSIBILITIES: * Review monthly invoices for appropriate documentation and required contract compliance/deliverables. * Draft and review contracts, amendments, change orders, and task orders for execution and approval. * Assist with closing out projects, including reconciling project funding, closing permits, and archiving project documents. * Update department records and maintain project files for the department. * Assist with development and preparation of presentations (and training materials) for the department. * Assist with preparing performance metrics for the department, as well as maintaining a cost database. * Coordinate with multiple departments at EDC including Budget, Contracts, Accounting, Legal, and Grants, etc. * Communicate effectively with internal and external"¯stakeholders. * Attend meetings to ensure the advancement of project goals. * Interface with contractors and consultants to ensure proper compliance with contractual obligations required for payments are received. * Provide regular updates on project information to department staff as needed. * Other duties as assigned. QUALIFICATIONS: * Bachelor's Degree and 1-2+ years of relevant work experience or equivalent. * Educational or professional experience in architecture, construction, real estate development, owner's"¯representation,"¯or a related field"¯is a plus * Proficiency in Microsoft Office with a strong emphasis on Microsoft Excel. * Ability to clearly communicate with management, external stakeholders, and senior leaders. * Ability to build relationships and work as a team player. * Ability to meet deadlines in a fast-paced environment. * Detail-oriented with strong organizational, analytical, and critical thinking skills. * Ability to evaluate project needs and prioritize tasks accordingly. * Basic understanding of budgeting or scheduling techniques. * Strong computer, written, verbal, and graphic skills. * Familiarity with Adobe Suite and/or Bluebeam a plus. * Ability to develop graphics or other visuals that explain complex information to a wide audience. * Interest in design and construction or urban planning is a plus. * Experience in public procurement or project management is a plus. * Familiarity with Federal, State, or Local processes or procedures is a plus. * Proficiency and experience with scheduling software"¯a plus. * Must have a valid driver's"¯license. * New York City is required within 180 days of hire.
