Smith Building City Albany StateNY Zip Code12210 Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS: A bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP). Substitution: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. COMPETITIVE MINIMUM QUALIFICATIONS: One year of permanent competitive or 55b/c service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law. Duties Description Under the direction of a Public Safety Grants Representative 4, SG-27, the Project Manager 2, SG-23, will oversee, manage, and provide support to projects undertaken by the Division of Criminal Justice Services (DCJS) Office of Probation and Correctional Alternatives (OPCA). A primary area of responsibility is the vendor provided case management system utilized by New York's 58 probation departments. Areas of assignment will include those related to the vendor provided computer-based risk and need assessments for juveniles and adults, and other projects undertaken by the office. Duties include, but are not limited to: * Review project management plans; * Define and document scope statements and project requirements for current and future needs for OPCA; * Prepare project schedules and progress reports; * Provide oversight of the system's technical architecture, * Provide project and portfolio management activities; * Manage the initiation and implementation of system changes; * Establish critical milestones and recommend schedule adjustments; * Record and review quality metrics concerning projects and performance; * Track project expenditures; * Communicate project status; * Interact with stakeholders and serve as liaison to the vendor for project requirements; * Ensure that project objectives are met; * Organize and maintain project management information; * Required travel is approximately 20%; Additional Comments Candidates from diverse backgrounds are encouraged to apply.
