STATE PROFILE SUMMARY: Leads and assists in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. Serves as assistant office head to professionals providing professional support in one or more areas listed. JOB RESPONSIBILITIES: The Risk Manager-Rail Transit provides assistance to the State Safety Oversight Program Administrator in the management and supervision of the State Safety Oversight and Risk Based Inspection Program. The Risk Manager works with the SSO Program Administrator to determine goals, objectives, and priorities to meet the requirements of the FTA's State Safety Oversight regulations, and assure compliance with the requirements of 49 U.S. Code 5329 Public Transportation Safety Program/Fixing America's Surface Transportation Act (FAST Act) Sections 3013, 3020, 3021, 3022; and 49 CFR Part 674, 49 CFR Part 672, 49 CFR Part 673, National Public Transportation Safety Program, National Transit Database, and the Official Code of Georgia Annotated Title 32 Chapter 9 Section 32-9-10; The Risk Manager is responsible for developing, implementing, and managing comprehensive risk management programs for the Rail Transportation industry. This role requires a deep understanding of industry regulations, risk assessment methodologies, and data analysis techniques. The Risk Manager will play a critical role in identifying, evaluating, and mitigating risks to ensure the safety and operational efficiency of the organization; provides assistance, guidance, and professional expertise in reviewing and commenting on Rail Transit Agency documents, plans and reports submitted to the State Safety Oversight Program; conducts comprehensive risk assessments to identify potential hazards and their associated risks; analyzes data from various sources, including incident reports, inspections, and operational data, to identify trends and emerging risks; develops and implements risk assessment methodologies that align with industry standards and best practices; quantifies risks using appropriate techniques and tools; leads incident investigations to determine the root causes of accidents and near-misses; analyses incident data to identify trends and patterns that can inform risk mitigation strategies; documents inspection findings and tracks corrective actions; develops and implements risk mitigation strategies to reduce the likelihood and impact of identified risks; monitors the effectiveness of risk mitigation measures and makes adjustments as needed; communicates risk information effectively to all levels of the organization; develops and maintains a risk management culture promoting a proactive approach to safety; provides professional assistance and guidance in conducting, reviewing and compliance with independent, regulatory, and third-party audits and/or reviews; provides the SSO Program Administrator with risk analysis and advanced experiential assistance to ensure compliance and cooperation for on-site visits during audits and/or reviews; monitors consultant staff providing technical support to the SSO Program to assure performance, level of effort and technical appropriateness; monitors deliverables against actual completed activities, reviews documents as required; and manage in-depth and ongoing approaches to risk based inspection and data analysis of operations and maintenance activities, as well as the safety management systems in place throughout the Rail Transit Agency; lead the development and implementation of compliance monitoring programs, ensuring adherence to all applicable safety standards, regulations, and best practices; conduct comprehensive safety assessments of fixed guideway systems, including hazard identification, risk analysis, and mitigation strategies; conduct regular risk assessments and safety audits of transit operations and facilities; monitor the effectiveness of risk mitigation strategies and make necessary adjustments; provide risk guidance and support to state agency staff, operators, and other stakeholders on safety matters; prepare and submit reports on safety oversight activities, including safety performance metrics and incident summaries; work closely with transit agencies, regulatory bodies, and other stakeholders to promote safety and address safety concerns; manage technical staff and consultants to ensure compliance, and professional oversight of the subject Rail Transit Agency; promote a culture of continuous improvement in safety practices and procedures, staying up-to-date with industry best practices and emerging trends; and to provide assistance in successful project management ensuring the scope is delivered within schedule and budget. The State Safety Oversight Risk Manager reports to the State Safety Oversight Administrator. MINIMUM QUALIFICATIONS The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications STATE ENTRY QUALIFICATIONS: * Associate degree in a related field managerial or supervisory role; * OR one (1) year at the lower-level Mgr. 2, Transport Specialist (TRM031) or position equivalent. AGENCY SPECIFIC QUALIFICATIONS: * 3 years of experience in managing professional staff and consultants in the development and completion of capital rail or transit projects or related transportation systems * 3 years of experience in project management, including tracking of project budgets and schedule, in accordance with federal and state transportation laws and regulations * 3 years of experience managing contractors and consultants, including inspection of work * 3 years of experience managing projects and safety programs in accordance with federal and/or state transportation laws and regulations * 3 years of experience in conducting comprehensive risk assessments on infrastructure and equipment * 3 years of experience identifying potential hazards and likelihood and severity of identified safety risks * 3 years of experience with collaborating with varied departments to ensure safety measures are integrated into daily operations * 3 years of experience ensuring compliance with all applicable safety regulations, standards, and industry best practices * 3 years of experience assisting in conducting regular audits and inspections to verify compliance. * 3 years of experience monitoring and implementing changes in regulations and industry trends * 3 years of experience in assisting with incident Investigation and Analysis * 3 years of analyzing incident data to identify trends and patterns * 3 years of developing and/or implementing safety training programs or activities for employees * 3 years of preparing or assisting in the preparation of reports on safety performance, risk assessments, and incident investigations * 3 years of experience supporting federal grants projects for transportation programs, which may include, but are not limited to, Federal Railroad Administration (FRA), Federal Transit Administration (FTA), or Federal Highway Administration (FHWA); including maintaining electronic records of all activities and grant reports * 3 years of experience communicating information orally and in writing to program internal and external customers * Current Public Transportation Safety Certification Training Program (PTSCTP) OR Transit Safety and Security Program (TSSP) Certification from the Transportation Safety Institute or current enrollment in the program and the ability to become certified within 2 years. * Proficiency in data analysis tools and techniques * Knowledge of quality management systems and auditing techniques AGENCY PREFERRED QUALIFICATIONS: * Master's degree from an accredited college or university in a related field * 5 years' experience managing a state Rail Safety Oversight Program under 49 CFR 659 and/or 674 OR managing a Safety Department for a public heavy and/or light rail system. * Current certification by the Board of Certified Safety Professionals as an Associate Safety Professional (ASP) or a Certified Safety Professional (CSP) * Certification in safety management or risk management * Project Management Professional (PMP) certification * 5 years' experience managing federally funded rail, transit, or safety and security transportation programs * 5 years' experience administering FTA Grant funds IMPORTANT INFORMATION FOR ALL GDOT JOBS The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.
