Job Responsibilities The Revenue and Fiscal Affairs Office (RFA) is seeking applicants for a Project Manager I position with a background in 911 operations and technical network concepts, and architecture. This is an opportunity to work with an agency with diverse backgrounds and talent. The purpose of the RFA's Wireless 9-1-1 Program is to transition the state from legacy 9-1-1 services to Next Generation 9-1-1 technology, including building, implementing, and managing a statewide ESInet. The candidate will be responsible for supporting the management of the South Carolina Next Generation 9-1-1 system and responsibilities as established by the Revenue and Fiscal Affairs Office (RFA). The RFA's mission is to provide independent research, analysis, and resources to the executive and legislative branches of state government, local government, and the private sector to facilitate informed policy decisions and administration of services. Learn more about the RFA at Responsibilities of the Project Manager: Under general supervision of the Project Manager 11, this position is responsible for the coordination, oversight, and technical assistance in support of the deployment and management of the Next Generation 9-1-1 System across the state of South Carolina. Job duties of this position include but are not limited to the following: * Supports the NG9-1-1 Project Manager II during PSAP site deployments and collaborates with assigned contractual Project Manager/Implementation Manager to ensure installation is completed in accordance with the approved design and site deployment schedule. Defines and prioritizes project requirements. Coordinates with local PSAPs to ensure continued service levels are maintained within contract standards. Identifies and resolves obstacles stemming from technical and operational changes, coordinating with the vendor(s), local PSAP personnel, and any other relevant stakeholders. * Provides operational and technical assistance as needed in the coordination, implementation, and the ongoing management of the statewide NG9-1-1 System. Supports planning and prioritizing of initiatives, milestones, and timeline adjustments of the overall transition, taking into account the needs and priorities of all stakeholders. Coordinates and manages projects using project management methodologies from inception to completion. * Monitors NG9-1-1 activity dashboards, in conjunction with the Program Manager II, to ensure health of the NG9-1-1 system remains optimal. Follows up on incident reports and communicates with assigned contractual Project Manager/Implementation Manager to ensure proper actions are being taken to meet contractual obligations. * Maintains an up-to-date list of PSAP personnel and contact information. Makes periodic site visits in order to ensure any PSAP changes are annotated and addressed, if needed. Provides operational and technical consultation to PSAPs by telephone, e-mail, or during on-site visits. Identifies potential problems and facilitates problem solutions by recommending and implementing a risk mitigation strategy. Moderates Statewide ESlnet User Group discussions for PSAP interoperability and operational procedures. * Works with the SC 911 Advisory committee, contractual partner(s), PSAPs, and other entities to assure strong project communication and support. Summarizes and reports on program/project statuses. * Represents RFA on community boards and committees related to operational or technical programs/projects, as designated by the Director(s). * Other duties as required. Minimum and Additional Requirements * Relevant project management experience and a bachelor's degree in information technology, computer science, or a closely related technical discipline and two (2) years' technical experience in the 9-1-1 industry. * Or relevant project management experience and an associate's degree in information technology, computer science, or closely related technical discipline and four (4) years' technical experience in the 9-1-1 industry. * Or relevant project management experience and a high school diploma and six (6) years technical experience in the 9-1-1 industry. ADDITIONAL REQUIREMENTS: * Knowledge of public safety strategies, practices, and technologies. Knowledge of applicable 9-1-1 statutes, regulations, and SC 9-1-1 Advisory Committee policies, practices, and concepts. * Ability to evaluate 9-1-1 vendor equipment and identify beneficial interoperability features. Coordinates and manages projects using project management methodologies from inception through completion. Ability to effectively plan and organize work activities and prioritize task completion to meet schedules and deadlines. * Proficient in effectively communicating with, making presentations to, and preparing reports for professional audiences. Proficient in the use of Microsoft products (Teams, Excel, Outlook, Word, and PowerPoint). * Occasional overnight travel and weekly out of town training sessions. * This position includes routine driving and falls under state routine driver requirements. Must have a Valid Class D - S.C. driver's license. Additional Comments Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of education and experience in accordance with State Human Resources Regulations to be considered for this position.
