Position Summary & Responsibilities Position Summary: The Senior Project Manager (Management Analyst III) position (K0225537) within the Division of Health Care Finance in Topeka is hiring. This position is responsible for overall management of major system automation efforts and contracted services. Projects are multi-million-dollar multi-year projects generally falling under CITO's (Chief Information Technology Officer) and CMS' (Centers for Medicare & Medicaid Services) oversight. Responsibilities include management of resources assigned to the project(s), oversight of implementation activities, oversight of work plan development and enforcement. Oversight of the development and management of Advanced Planning Documents (APD), project plans, and acquisition strategies. Responsible for keeping current with new regulations and processes to secure the approval of the APDs submitted to CMS for enhanced federal funding. Responsible for management of the reporting requirements for the CITO's office and CMS regarding the status of the project's implementation and financial status. Submit amendment to existing APD as needed. Responsible for communications with CMS on technical needs related to APDs and approval processes. Job Responsibilities may include but are not limited to the following: Directly supervises the team of project managers. Indirectly directs the activities of staff assigned to the implementation of projects. Responsible for mentoring and development of project managers. Responsible for continuing education of staff regarding regulation changes, technical assistance available. Monitor the activities of vendors to ensure that all contractual obligations are met in a timely manner. Evaluate project change requests to ensure that estimates are reasonable and negotiate on behalf of the State when needed. Build a positive working relationship with the vendor staff. In all cases, represent and protect the interests of the State. Hold the vendor accountable to their assigned tasks for expected quality, completeness, and timing. Qualifications * Education: * High School, GED * Licensing & Certification: * Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. * Minimum Qualifications: * Five years of experience in collecting, evaluating, studying or reporting on statistical, economic, fiscal/budget, legislative or administrative data. Education may be substituted for experience as determined relevant by the agency. * Preferred Qualifications: * Bachelor's Degree in any area of study. * Word, Excel, PowerPoint, Access * Proofreading, editing, attention to detail * Analytical skills * Ability to gather relevant information * Ability to prepare reports and present the information * Ability to review and interpret regulations * Familiarity with Project Management methodologies and reporting requirements * Knowledge of healthcare related systems * Experience in project implementation management * Strong Documentation Skills * Knowledge of Project Management tools * Staff Management or Previous supervisory experience.
