POSTING DATE: 10/21/2024 SALARY RANGE: $55,052.00 - $66,838.00 ANNUALLY BACKGROUND CHECK Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed. PROBATION All persons, including current City employees, selected for this position must complete a mandatory 6-month probation. ELIGIBILITY Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final. EDUCATION ACCREDITATION Applicants' education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. CLASS DESCRIPTION A Transportation Associate II designs traffic plans for major transportation systems, events and facilities, authorizes plans, specifications and permits upon review for impact on traffic conditions, and develops and adjusts traffic signal timing plans. Work of this class may involve leading traffic investigation, drafting or operating personnel, but does not involve full supervisory duties or responsibilities. Incumbents receive moderate supervision from a technical superior. Employees in this class may work a five-day workweek including evenings, weekends and holidays on a rotating basis and be on 24-hour on-call duty in emergencies or for special events. Work is performed in an office and on the street where exposure to traffic and inclement weather may be encountered. Work requires moderate physical exertion that includes standing and bending. MINIMUM QUALIFICATION On or before the date of filing the application, each candidate must: EDUCATION: Have an associate's degree in engineering technology, mathematics or a closely related field from an accredited college or university AND EXPERIENCE: Have three years of experience performing traffic study data analysis, adjusting and implementing traffic signal timing utilizing traffic signal software, including two years of experience in the design of traffic control plans or the review of plans and specifications for impact on traffic patterns or in installing, maintaining, repairing and testing a variety of complex traffic electronic control equipment. OR EQUIVALENCY NOTES: Have one year of additional experience in design of traffic control plans or the review of plans and specifications for impact on traffic patterns or in adjusting and implementing traffic signal timing utilizing traffic signal software or in installing, maintaining, repairing and testing a variety of complex traffic electronic control equipment, may be substituted for each year of the degree requirement. A bachelor's degree in civil engineering or mathematics from an accredited college or university and one year of experience in transportation engineering design work may be substituted for the experience requirement. LICENSES, REGISTRATIONS AND CERTIFICATES: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and eligible to obtain a Baltimore City driver's permit. PROVISIONAL DRIVER'S LICENSE ARE NOT ACCEPTABLE. NOTE: YOU MUST UPLOAD A COPY OF YOUR VALID DRIVER'S LICENSE WITH APPLICATION AT TIME OF APPLYING. KNOWLEDGE, SKILLS AND ABILITIES * Knowledge of transportation engineering principles, standards and practices. * Knowledge of the principles and practices of transportation engineering and traffic management pertaining to traffic control systems and the resolution of traffic management problems. * Knowledge of computer operations and their application to transportation systems design. * Knowledge of mathematics, including algebra and geometry. * Ability to analyze the relationship between variables such as traffic volume, geometric dimensions and geographic location and recommend plans to manage traffic. * Ability to comprehend and interpret transportation engineering roadway structure and development plans and specifications. * Ability to develop cost data and prepare cost estimates. * Ability to utilize specialized software to develop transportation signal system optimization plans. * Ability to establish and maintain working relationships with officials, contractors, engineers, and the general public to discuss and resolve technical traffic management problems. * Ability to provide clear and simple instructions to others. * Ability to prepare and present technical oral and written reports and correspondence effectively.
