Position Overview The Illinois Environmental Protection Agency (Illinois EPA) is seeking a highly qualified individual with a strong background in the Illinois Environmental Protection Act and associated State and Federal regulations to serve as the Central Region Field Operations Manager, in the Bureau of Land/Land Pollution Control. The successful candidate will plan and direct the activities of FOS staff in the Regional locations of Springfield and Champaign. This individual will be responsible for managing the everyday activities of the regional field staff, including inspection and enforcement of sites and assisting other programs in the Bureau of Land. The successful candidate will set priorities for the region and ensure activities are consistent with State and Federal regulations. Essential Functions * Serves as the Bureau of Land, Land Pollution Control (LPC), Central Region (Springfield & Champaign) Field Operations (FOS) Manager for the Illinois Environmental Protection Agency (IEPA). * Serves as full-line supervisor * Coordinates and organizes. * Develops and implements regional policies, procedures, and work program activities consistent with BOL/FOS and DLC requirements. * Reviews, evaluates and interprets relevant regulatory, statutory, technical, and policy requirements. * Meets and confers with the administrative support staff, DLC, and other Bureaus regarding multi-media investigative compliance, and enforcement issues. * Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications * Requires knowledge, skill and mental development equivalent to completion of four years of college. * Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or business organization related to the environmental field. Preferred Qualifications * Prefers at least (4) four years of experience in environmental land pollution control, applying laws, rules, and regulations to specific facilities, and inspection, compliance, and enforcement programs. * Prefers at least (4) four years of experience supervising professional staff in land pollution control programs, Resource Conservation and Recovery Act, Solid Waste disposal and Toxic Substances Control Act. * Prefers at least (4) four years of experience in conducting field investigations in land pollution control. * Prefers at least (4) four years of experience in conducting field inspections related to land pollution control. * Prefers at least (4) four years of experience with the enforcement of state and federal land pollution control regulations. * Prefers at least (4) four years of experience in communicating or speaking with large groups on controversial topics. * Prefers at least (4) four years of experience in preparing and presenting comprehensive reports, memos, correspondence, etc. in a clear and concise manner. * Prefers at least (4) four years of experience supervising a professional staff in an office setting. * Prefers possession of a bachelor's degree in physical or life science, geology or engineering. Conditions of Employment * Requires ability to lift pounds * Requires the ability to be HAZWOPER certified within 90 days of employment and maintain it annually with an (8hr refresher) per 29 CFR 1910.120. * Requires the ability to pass a physical examination for respiratory protection and high heat stress situations wearing chemical protective clothing while performing strenuous physical tasks and submit to a medical monitoring program. * Requires the ability to wear a respirator/self-contained breathing apparatus or other form of respiratory protection weighting approximately 25lbs (subject to 29 CFR 1910.120) * Requires ability to hike, climb, wade in streams, get in/out of boats or swim in emergency situations. * Requires ability to travel * Requires a valid & current driver's license * Requires ability to pass a name-based background check * Requires the ability utilize an Agency issued cell phone * Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
