Herbicide Specialist PW City of Kissimmee, Florida Classification Description Classification Title: Herbicide Specialist Department: Public Works Pay Grade: 12 FLSA Status: Non-Exempt General Statement of Job Under occasional supervision, coordinates and performs the application of herbicides, pesticides, fungicides and fertilizers in the maintenance of City grounds, ponds, drainage canals, street rights-of-way; maintains landscape materials in assigned areas. Provides instruction and leadership to utility workers as assigned. Performs related work as required. Specific Duties and Responsibilities Essential Functions: Assists Herbicide Specialist II during herbicide application. Responds to public inquiries. Inspects drainage ditches for obstructions and removes as necessary. Operates spray truck, side by side and spray boats. Applies aquatic herbicide to wetlands and ponds. Calculates and formulates pesticide mixture. Applies fertilizers and pesticides, and herbicides. Assists with herbicide inventory. Oversees and manages coworkers when supervisor is gone. Assists with the grass carp stocking process in ponds. Posts public notices before herbicide applications. Performs recordkeeping functions. Performs maintenance on equipment. Provides internal and external public service. Applies fertilizer, herbicide and pesticide to turf and ornamentals or streets and sidewalks as necessary. Reads herbicide labels to properly apply herbicide and use of PPE. Completes all required paperwork. Minimum Education and Training Requires a Vocational/Technical diploma in horticulture or related area supplemented by one to three years of experience in landscape maintenance, aquatic landscape maintenance, and/or chemical/spray applications, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Requires Florida pesticide license with ornamental and turf certification that should be obtained within 6 months of hire Requires Aquatic and right of way certification that should be obtained within 6 months of hire. Must possess and maintain a valid state of Florida driver's license. Must possess or obtain the most current FEMA 100, 200, and 700 Incident Command System certifications within 6 months of appointment to the job. Minimum Qualifications and Standards Required Skill Requirements: Has knowledge of the methods, procedures and policies of the Department as they pertain to the performance of duties of the Herbicide/Pesticide Specialist. Has the ability to comprehend, interpret and apply regulations, procedures and related information. Has knowledge of the various chemicals and organic substances used for the control and/or eradication of pests, weeds and plant disease; has knowledge of the various plant and lawn fertilizers available. Has knowledge of landscape installation and maintenance techniques. Has knowledge of general grounds maintenance procedures and techniques. Has knowledge of the standard equipment, tools, materials and practices of the industry. Is able to operate lawn care machinery with skill and safety. Has skill in the care and use of required equipment and tools. Is able to make minor repairs and adjustments to equipment. Has knowledge of applicable safety precautions. Knows how to react calmly and quickly in emergency situations. Is able to prepare simple records and reports. Is able to read and interpret a variety of technical materials pertaining to the responsibilities of the job. Is able to analyze problems that arise on the job and make valid recommendations. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to use independent judgment in performing routine tasks. Is able to provide assistance to supervisors and co-workers as needed. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Knows how to perform duties in a courteous manner and communicate effectively with co-workers and the public. Physical Requirements: Must be physically able to operate a vehicle, trucks, hand and power tools, etc. Tasks involve the regular and sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching and crawling, and that involves the lifting, carrying, grasping, pushing and pulling of moderately heavy objects and materials (10-30 pounds) and occasionally heavier objects and materials (up to 50 pounds). Responsibilities: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with whom the position interacts. Working Conditions: Works indoors and outdoors in all types of weather. Is able to perform work in adverse conditions, including but not limited to exposure to extreme heat and cold, wetness, humidity, traffic hazards, machinery and occupational hazards, toxic agents, noise, smoke, dust, pollen, dirt, etc. Other: It is understood that every incidental duty connected with operations enumerated in the job description is not always specifically described, and employees, at the discretion of the City, may be required to perform duties not within their job descriptions.
