Description The St. Louis County Department of Transportation and Public Works is accepting applications to fill a Civil Plan Review Project Manager. The qualifications of the selected individual will determine whether the Project Manager is filled at a level I, II or III. The Project Manager will perform routine or complex engineering work under the direct supervision of a licensed professional or as a licensed engineer. For more information regarding this program, please visit Examples of Duties Project Manager I Essential Function Examples: Review engineering plans for land disturbance and work in County right-of-way. Ensure that designs follow engineering specifications and codes. Review dedications, quantities, estimates, calculations and specifications for accuracy and compliance with regulations. Identify discrepancies and provide technical assistance to arrive at acceptable design solutions. Provide assistance and information to the general public and various agencies. Meet with staff or other assigned professionals to discuss project status. Perform other duties as required or assigned. Project Manager II Essential Function Examples: Review of more complex engineering plans for land disturbance and work in County right-of-way. Ensure that designs follow engineering specifications and codes. Review dedications, quantities, estimates, calculations and specifications for accuracy and compliance with regulations. Identify discrepancies and provide technical assistance to arrive at acceptable design solutions. Work with the County inspection group on field issues and unpermitted work in right-of-way. Provide assistance and information to the general public and various agencies. Meet with staff or other assigned professionals to discuss project status. Perform other duties as required or assigned. Project Manager III Essential Function Examples: Review of complex engineering plans for land disturbance and work in County right-of-way. Ensure that designs follow engineering specifications and codes. Review engineering plans, etc. for the Metropolitan St. Louis Sewer District (MSD) for work in County right-of-way and floodplain development permits. Review dedications, quantities, estimates, calculations and specifications for accuracy and compliance with regulations. Identify discrepancies and provide technical assistance to arrive at acceptable design solutions. Work with the County inspection group on field issues and unpermitted work in right-of-way. Seal plans as required. Prepare reports for work in progress. Meet with staff or other assigned professionals to discuss project status. Perform other duties as required or assigned. Minimum Qualifications Project Manager I: Candidates should possess a Bachelor's Degree in Civil Engineering, or related Engineering field. Progression to a Project Manager II will occur upon obtaining qualifications for the level II position. Project Manager II: Candidates should have passed the Fundamentals of Engineering Exam (FE) and be registered as an Engineering Intern with the Missouri Board of Engineers, Architects and Land Surveyors. Progression to a Project Manager III will occur upon obtaining qualifications for the level III position. Project Manager III: Candidates should be a registered Professional Engineer with the Missouri Board of Architects, Professional Engineers, Professional Land Surveyors and Professional Landscape Architects with 5 years of practical experience. Additional Information SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available. The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. Responses provided to the interview questions listed under the Supplemental Question heading of this posting will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. Once questions are scored, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire. The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision. All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
