Position Overview Full Spectrum Operations LLC (FSO) is a SDVOSB JV between American Communication Solutions LLC, an SBA VetCert verified SDVOSB, and By Light Professional IT Services LLC (By Light). FSO is looking for personnel to support the Network Enterprise Center Picatinny Arsenal New Jersey (NEC PANJ) with classified and unclassified communication systems support. Personnel will provide Site Management, Infrastructure Operation and Maintenance (O&M) - Unified Communications, Inside Plant (ISP), Customer Service Telephone, and Outside Plant (Cable) (OSP); Information Technology (IT) Systems Support - Network Maintenance, Help Desk Assistance, Voice over Internet Protocol/Voice over Secure Internet Protocol (VoIP/VoSIP), Network Engineering, and Cybersecurity; Telecommunication Support; Radio Systems Operation; Tower and Antenna Support; and Configuration Management. Work is on site and core duty hours are 0700 - 1700, Monday through Friday, excluding Federal holidays. All personnel will work an 8-hour workday. Responsibilities * Responsible for the planning and coordination of daily tasks and projects. * Serve as a point of contact for task order administration issues. * Coordinate resources, staffing, and scheduling requirements. * Ensure reporting documentation for Operations Orders (OPORDS), Warning Orders (WARNOS), Fragmentary Orders (FRAGOS), Cyber Tasking Orders (CTOS)/Tasks/Directives and Projects meet the stated standards for each method reporting. * Ensure project deliverables and contractual commitments are met. * Provide project management tasks and monthly reports in a timely manner. * Track and manage overall project status. Projects shall meet 95% on-time completion (within established schedules). * Plan and integrate various IT/Cybersecurity program requirements for the NEC. Respond within 30 minutes and resolve. * Maintain a comprehensive IT Master Plan comprised of new system program plans, existing equipment modernization plans, and projected IT. * Perform a Customer IT requirement review for validation to ensure installation architectural compatibility (e.g. Requirements Documents). * Develop, implement, and exercise (annually) IT Service Continuity procedures in support of installation COOP for critical portions of the automation infrastructure. * Restore critical telecommunications network infrastructure services in event of disaster. * Maintain procedures to prepare for recovery of unclassified network information from disasters and execute preparatory procedures. * Develop plans to restore critical NEC managed Telecommunications services in event of disaster. * Assist in arranging meetings to conduct inspections, reviews, and surveys pertaining to communications construction with Department of Public Works (DPW), United States Army Corps of Engineers (ACoE) and Picatinny Arsenal. * Assess internal documentation and processes, conduct surveys to improve system documentation and support communications planning and design efforts. * Support after duty hour emergency maintenance requirements that include the restoral and/or other actions that cannot wait until normal duty hours. * Perform other duties as required. Required Experience/Qualifications * Education: A Bachelor of Science (BS) degree in Information Technology, Cybersecurity, Data Science, Information Systems, or Computer Science, from an ABET accredited or CAE designated institution. * Minimum of five years' experience in managing large-scale, complex information technology service delivery for a diverse customer population. * Foundational Personnel Certification: Possess an Intermediate certification identified for the DoD Cyber Workforce Framework (DCWF) workforce role Program Manager - Work Role ID: 801. Certified Cybersecurity Engineer (CCE), or Certified Information Security Manager (CISM), or Certified Information Systems Security Officer (CISSO), or GIAC Foundational Cybersecurity Technologies (GFAC) or GIAC Security Leadership (GSLC). * Foundational Qualification (Experience) - Possess an Intermediate Proficiency level with 70% of the Knowledge, Skills, and Abilities (KSAs) associated with the DoD Cyber Workforce Framework (DCWF) workforce role ID 801, Program Manager. * Residential Qualification (Certifications) - Information Technology Infrastructure Library (ITIL) Foundation V4. * Residential Qualification (On-the-Job) - Information Technology Infrastructure Library (ITIL) processes and procedures; Information Technology Service Management (ITSM); Army IT Metrics program; and the Army AITP Service catalog. * Has the ability to interface with management and brief senior leadership on status of program status and risks (both technical and programmatic). * Has an in-depth understanding of Command, Control, Communications, Computers, and Information Management (C4IM) in support of the Department of Defense. Preferred Experience/Qualifications * Supported the U.S. Army or other DoD Agency. * Has the communication skills to effectively interface with senior military officials, managers, and subordinates.
