Here is a video about DEQ: The Oregon Department of Environmental Quality has a full-time opportunity available for a Senior Transportation Policy Advisor (Natural Resource Specialist 5) in Portland, Oregon. This position is limited duration through June 30, 2026 with the potential of being extended or made permanent pending Budget and Legislature approval. This position is part of the Transportation Strategies Section within the Air Quality Division at Headquarters. The Transportation Strategies Section develops policies, programs, rules, guidance, and legislative concepts to achieve Oregon's ambitions to be a leader among states in mitigating air and climate pollution to improve the health and vitality for Oregon. A key function of this team is the development of transportation related reduction strategies needed to protect public health and reduce greenhouse gas emissions to meet its statewide goals. These strategies address a broad array of transportation related emissions sources that contribute significantly to air quality degradation, climate change impacts and public health risk. You will serve as a senior transportation expert responsible for leading the planning and development of local and statewide transportation emission reduction strategies, and you will serve as a senior transportation policy advisor independently formulating statewide policy, regulations, and programs to reduce air pollution and greenhouse gas emissions from a wide variety of transportation related sources. You will engage extensively with other state agencies, local and federal governments, and the Legislature in setting targets for emission reductions, identifying priority areas for action, and developing strategies to achieve the state's strategic goals for air quality and greenhouse gases. You will lead DEQ, cross-Agency, and interested party teams to address transportation policy and planning, including technical work designing and implementing of a zero-emission vehicle strategy for the state, and developing and recommending specific regulatory standards for onroad and nonroad engines. In addition, you will represent Oregon in regional, national, and international forums convened to collaborate on climate policy for transportation emissions; work across a broad spectrum of statewide transportation policy, including programs to reduce vehicle miles traveled, collaborate on the use of cleaner fuels; and engage in future energy planning efforts. You will integrate air quality considerations into transportation planning with DEQ and the Oregon Department of Transportation (ODOT) processes, such as analyzing the impact of proposed transportation projects and identifying ways to mitigate negative effects on air quality. Minimum Qualifications: Bachelor's degree in physical science, environmental science, natural resources, or a closely related field, AND 5 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable). At least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities. Candidates who are most competitive will also reflect the following: * Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging. * Demonstrated experience developing and recommending policy analysis for an environmental or transportation agency or natural resource program. * Experience in transportation planning. * Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences. * Skill in presenting clear and concise results of policy analyses that include recommendations, and conclusions to diverse audiences. * Skill in conflict resolution, negotiation, collaboration, and engagement; strong interpersonal skills with an ability to break down traditional barriers that exist between programs and organizations, eliciting people to take a coordinated rather than independent perspective. * Skilled at leading a team and the ability to analyze, appreciate, and synthesize multiple perspectives, backgrounds, and priorities. * Flexibility, patience, and good facilitation skills to promote constructive and creative thinking across a team and between multiple organizations. * Demonstrated experience building and fostering relationships with a diverse group of partners including colleagues, interested parties, communities, organizations, and businesses. * Experience preparing and presenting expert testimony at legislative forums or national proceedings.
