SUMMARY The Agricultural Appraisal Manager is responsible for monitoring relationships in the Bank's dairy, livestock and agricultural loan portfolio for the Credit Management Division through developing and maintaining appropriate inspections, valuations and appraisals as well as maintaining monitoring guidelines for the division. The incumbent is responsible for supervising junior appraisal staff within the Visalia Dairy Appraisal Department and making timely recommendations regarding livestock valuation, milk price, California Pool Quota valuation, feed valuation and crop pricing projections to the Credit Management Division. The Agricultural Appraisal Manager is responsible for the physical inspection of all types of agricultural relationships including wholesale dairy farms, livestock raisers, farming operations, etc. plus the subsequent reporting of the required inspections and budget preparation. In addition to the inspection of operating assets as collateral, this position is also responsible for various selected real estate appraisals or real estate appraisal reviews of agricultural properties including construction projects. ESSENTIAL DUTIES AND RESPONSIBILITIES * Complies with, and stays abreast of, all policies and procedures, federal and state laws applicable to the job. * Oversees all appraisal inspection, valuation and budget preparation requirements for the Visalia Dairy Appraisal Department. * Oversees all required reporting for various and selected real estate projects associated with dairy farm, livestock and crop farming operations, including construction. * Maintains updated information on livestock valuation (dairy and beef cattle), milk pricing, California Pool Quota valuation, crop pricing and feed valuation for various budgeting requirements associated with dairy farm and livestock operations and provides timely recommendations to the Credit Management Division. * Maintains up to date appraisal monitoring log for junior appraisal staff assigned to dairy farm, livestock and crop farming operations relationships. * Oversees the agricultural appraisal policy for the Bank at the direction of the Credit Management Division with the assistance of the Dairy and Livestock Industries Group and Agribusiness Banking Group. * Physically inspects various wholesale dairy farms, livestock raisers, farming operations, etc., located in California and out-of-state. Inspects various agricultural real estate project and construction as assigned. * Prepares comprehensive and timely reports for all inspections made. * Prepares and/or analyze budgets for various wholesale dairy farms, livestock raisers, farming operations, etc. * Prepares required reporting for various agricultural real estate projects associated with dairy farm, livestock and crop farming operations, including construction. Makes progress inspections on various construction projects and prepares reporting as to the status of completion. * Maintains up to date valuations of livestock, including dairy and beef cattle, and milk pricing, including California Pool Quota valuation. * Maintains up to date appraisal monitoring log for assigned relationships. * Maintains an accurate log of appraisal time required for each assignment completed. * Provide, present, and promote the Citizens Experience to all external and internal customers. * Other duties as assigned. SUPERVISORY RESPONSIBILITIES Directly supervises associates in the Visalia Dairy Appraisal Department and carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training associates; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Supervise junior appraisal staff assigned to dairy farm, livestock operation and crop farming relationships. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. A.) from four-year college or university; or ten to twelve years related appraisal experience and/or training; or equivalent combination of education and experience. LANGUAGE SKILLS Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. COMPUTER & SOFTWARE SKILLS Basic familiarity and working knowledge of various software programs required for the valuation and budgeting functions as well as inspection reporting. CERTIFICATES, LICENSES, REGISTRATIONS Current Certified General Real Estate Appraiser License highly preferred. OTHER SKILLS and ABILITIES * Strong social and interactive skills. * Ability to be self-motivated and organized. * Must be able to schedule accounts, complete the inspections and complete the required reporting within the time frame agreed upon by the Agricultural Appraisal Department Manager. * Must be able to travel approximately 25% of the time to various dairy farm, livestock, and crop farming operations and must be able to travel out of state via commercial flights as required. * Livestock, crop, and equipment valuation experience plus budget preparation and analysis experience required. Salary Range:$127,475.00 To $184,838.00 Annually 40 hours per week.
