Shift Requirements: Full-time (40 hours/week) , Monday-Friday. Flex hours allowed with Supervisor approval. Some travel required, including overnight travel. The Local Systems Bureau is seeking qualified applicants for a Local Systems Field Technician position in the Central Region. As a Central Region Field Technician, you will assist local public agencies (LPAs) make a positive impact within our communities and within our traveling public by performing a wide variety of paraprofessional engineering functions primarily related to the construction and construction administration of Federal and State-aid county and city road construction projects, and ensuring compliance with Federal and State laws, regulations, and guidelines. You will join a team with a wide variety of knowledge and experience, working collaboratively with our LPA partners and supporting the Local Systems Field Engineer and LPAs in about one-half of the counties in the Central Region (listed under "Location"). Summary of job duties: * Administers Federal and State-aid County and city road construction contracts; including but not limited to: * Attending various construction related meetings. * Ensure compliance with proper policies, procedures, specifications, Local Systems Instructional Memorandums, and Materials Instructional Memorandums. * Reviewing and/or processing Change Orders, reviewing Reimbursement Requests, progress vouchers and pay estimates, and Weekly Reports of Working Days. * Perform final audits or reviews of the contract. * Assist with post-construction field reviews, when required. * Obtain, assemble, and submit contract close-out documents. * Answering contract related questions and assists in solving problems or disputes related to county and city road construction contract construction and administration. * General administration of information for the State Auditor's Office, Inactive Obligations, and Project End Dates, when asked. * Communicate well with other Bureau and District personnel when needed. * Monitor progress of all Federal-aid and final review on selected State-aid county and city transportation contracts, to ensure compliance with federal and state guidelines. Assist and provide guidance to agencies requesting to utilize Federal or State-aid for professional services, construction, and other transportation contract elements. * Monitor and process payment requests for cities, counties and other recipients of Federal and State-aid for transportation contracts, tracking progress through final payment and contract close out. Essential functions: * Administers Federal and State-aid county and city transportation contracts. * Complete final audit on all Federal-aid and final review on selected State-aid county and city transportation contracts, in a timely manner. * Monitor progress of all Federal-aid and final review on selected State-aid county and city transportation contracts, to ensure compliance with federal and state guidelines. Assist and provide guidance to agencies requesting to utilize Federal or State-aid for professional services, construction, and other transportation contract elements. * Monitor and process payment requests from cities, counties and other recipients of Federal and State-aid for transportation contracts, tracking progress through final payment and contract close out. * Answers contract related questions and assists in solving problems or disputes related to transportation contract construction and administration. Required certifications / licenses: * Must possess and maintain a valid Class C Operator driver's license in the State of Iowa. Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification: 1) Graduation from an accredited college or university with an associate's degree in civil engineering or a related field, and experience equal to five years of full-time work in engineering survey, construction inspection, highway design, materials inspection, or materials testing. 2) A total of seven years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in civil engineering or a related field equals one year of full-time experience. 3) Current, continuous experience in the state executive branch that includes twelve months of full-time work as a Construction Technician Senior or Design Technician Specialist, or four years of full-time work as a Construction Technician, Highway Technician Senior, Engineering Operations Technician, or Design Technician. Within a timeframe determined by the appointing authority, a valid Class A Commercial Driver's License with the required endorsements and applicable restrictions must be obtained and subsequently maintained in order to continue employment. * If a CDL is not required, designated positions in this class are required to have and maintain a minimum of a valid Class C Non-Commercial Operator's License. * In conjunction with Title 49 of the Code of Federal Regulations (parts 40 and 382), designated positions in this job class require a pre-employment drug screen and will require ongoing participation in the employer's random drug and alcohol testing program and will be subject to the regulations regarding the Federal drug and alcohol testing program. * Prior to starting employment, persons in designated positions are required to have a post offer, pre-employment physical verifying the physical ability to perform the duties described. * Travel, including overnight travel, may be required for positions in this class. Employees must arrange transportation to and from assigned work areas. * Employees in designated positions must be able to work up to 16 consecutive hours.
