General Statement of Job Under general supervision, performs transportation planning, land development review, and technical work for the Transportation Department. Work involves conducting transportation review for public hearing cases, site plans, and plats for conformance with County Codes and Ordinances. Work also involves providing transportation planning support for the County Comprehensive Plan, completing grant applications for transportation funding, providing information to County residents on transportation issues, and serving as a County liaison to VDOT and FAMPO/GWRC. For Public hearing cases, presents findings and recommendations to the Transportation Committee, Planning Commission, Board of Supervisors and other commissions and committees as assigned. Reports to the Director of Transportation. Special Duties & Responsibilities * Provides transportation reviews of public hearing cases, site plans, and plats submitted by developers. * Conducts TIA reviews and other traffic studies for public hearings and site plan cases. * Coordinates the scoping of TIAs for rezoning, special use, and site plan applications and participates in scoping meetings. * Prepares Regional, State, and Federal Grant Applications for transportation funding * Responds to FAMPO/GWRC and VDOT requests to the County. * Develops prioritization lists for transportation improvements. * Serves as a case manager for infrastructure plans within community development. * Investigates complaints concerning road problems andassists Department staff in coordinating with VDOT and/or developers to address such issues. * Serves as a Transportation Department liaison to the Planning and Zoning Department on development cases and transportation planning items. May represent the Transportation Department at Planning Commission or Board of Supervisor public hearing cases. * Serves as a secondary County liaison to VDOT, FAMPO/GWRC, and other transportation agencies. May represent the Transportation Department at external meetings with VDOT and other partner agencies. * Serves as a secondary County liaison to VDOT regarding maintenance, traffic engineering, and permits. * Helps provide Department of Transportation supportto the County Transportation Committee and with agenda items for the Board of Supervisors, as needed. * Reviews professional journals and attends seminars, courses, workshops, and conferences concerning transportation principles, practices, legislation, and products to stay abreast of the transportation profession. * Participates with data collection and surveys. * Participates in training and continued education and reviews County ordinance, County Design Standards Manual, State legislation and regulations, journals, and periodicals, to remain abreast of the latest laws, regulations, trends, and latest techniques for skill enhancement. * Meets with other staff members, departments, outside agencies, and community contacts to gather information necessary to help gain input to inform Department transportation initiatives. * Conducts internet and County intranet based GIS analysis. * Verifies ITE Trip Generation figures for development cases using ITE software. * Attends evening meetings as necessary. * Assists Planning and Zoning Department staff in the development of the transportation component of the Comprehensive Plan and in maintaining GIS data related to transportation facilities or projects. * Assists Department staff in the development of the Transportation CIP and tracking funding on transportation projects in the County. * Assists Department with the maintenance of the County Transportation website. * Assists Department staff with inspections for bond projects, community traffic concerns, and transportation projects. * Performs other duties as assigned. Minimum Training & Experience Bachelor's Degree in Planning, Civil, or Transportation Engineering, Landscape Architecture, or a related field, and two (2) to three (3) years of experience in civil engineering, transportation planning, planning, or related work; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. A Professional Engineering (PE) license, American Institute of Certified Planners (AICP) Certification, or a Master's degree is preferred. Must possess a valid Commonwealth of Virginia driver's license. Special Requirements * Knowledge of the principles, practices, legislation, and products of transportation. * Knowledge of state and federal transportation planning including applicable local, state and federal laws, ordinances and regulations. * Knowledge of the current literature, trends and developments in the referenced fields. * Knowledge of the equipment and tools used in the transportation profession. * Ability to maintain complex technical data and records geographic layout of the County. * Ability to use computer-driven word processing, spreadsheet and file maintenance programs. * Ability to read and interpret plans and applications. * Ability to apply Code, ordinances, elements of the Comprehensive Plan and other guidelines and regulations to applications for land development and to make recommendations regarding site plans and land use. * Ability to coordinate with multi-agency teams and ensure the provision of quality reviews and sound recommendations pertaining to site plans and public hearing cases. * Ability to explain orally and in writing processes, recommendations, and interpretations of planning policies and practices. * Ability to exercise tact and courtesy in contact with landowners, developers, governmental officials and the general public. * Ability to establish and maintain effective working relationships as necessitated by work assignments. * Ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things. * Ability to speak and/or signal people to convey or exchange information. Includes giving instructions, advice or directions to subcontractors and the general public, as well as receiving assignments and direction from supervisor. * Ability to communicate professionally and respectfully. Must be adaptable to performing under moderate to high levels of stress. * Experience with the traffic engineering software used for transportation planning and TIA studies is preferred. * Experience with ArcGIS software is preferred. PHYSICAL REQUIREMENTS Must be physically able to operate a variety of equipment and tools, such as a motor vehicle, computers, printers, copiers, fax machines, calculators, and telephones. Tasks require the ability to exert medium physical effort, typically involving some combination of bending, stooping, reaching, and standing and the lifting, carrying, pushing and/or pulling of heavy objects and materials up to 20 pounds Requires the ability to inspect items for proper length, width and shape. Must have minimal levels of eye/hand/foot coordination. Does not require the ability to differentiate between colors and shades of color. Requires the ability to talk and/or hear: (talking: expressing or exchanging ideas by means of spoken words; hearing - perceiving the nature of sounds by ear). Required to work around traffic and is subjected to inside and outside environmental conditions.
