THIS IS A NON-CIVIL SERVICE POSITION CITY OF BALTIMORE, MAYOR'S OFFICE SENIOR PROJECT MANAGER, OPERATIONS OFFICER V POSTING DATE: 10/11/2024 SALARY RANGE: $93,622 - $149,726, ANNUALLY BACKGROUND CHECK Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed. PROBATION All persons, including current City employees, selected for this position must complete a mandatory 6-month probation. SUMMARY OF POSITION About the City of Baltimore, Mayor's Office of Performance and Innovation (OPI): The Mayor's Office of Performance and Innovation (OPI) is a dynamic team of internal consultants charged with increasing internal efficiency, optimizing city services, and promoting government transparency. Through strong project management, civic design, and data-driven performance management, we work to create a responsive, high-performing, and continuously improving government. The Senior Project Manager will oversee a portfolio of high-impact projects that enhance city operations, including the CitiStat program, City Operations, Data Products, and the Open Baltimore program. The Senior Project Manager leads cross-functional teams, scopes and prioritizes projects, and drives the execution of projects. The Senior Project Manager will utilize modern project management software (such as Jira) to track and report on progress across workstreams, building consensus and facilitating collaboration to align teams on goals and scope, driving successful outcomes. Additionally, the Senior Project Manager will lead special projects, such as communications and branding initiatives, coordination for OPI programs and outreach efforts, as well as strategic planning for key city services and operations. This position reports to the Executive Director of the Mayor's Office of Performance and Innovation and works closely with senior city leadership, including the City Administrator, Deputy City Administrator, Deputy Mayors, and Agency Directors to ensure city programs, products, and services are effectively planned and implemented to meet the needs of Baltimore residents. The ideal candidate: The ideal candidate would have expert communication and project management skills, experience in city operations, and a passion for public service. They would be adept at data analysis, and performance management, and have a proven track record of managing complex, multi-stakeholder projects in fast-paced environments. Experience with government or public-sector innovation is highly valued. ESSENTIAL FUNCTIONS * Project management and communications * Manage project planning, schedules, and milestones for projects related to CitiStat, CityOps, Data Products, and Open Baltimore, and is accountable for coordinating teams, project communications, and mitigating risks. * Build consensus among senior leaders, agency directors, and cross-functional teams to ensure alignment on priorities, challenges, and implementation strategies. * Coordinate internal communications across city departments and ensure effective external communication with the public, in collaboration with the Mayor's Office of Communications. * Prepare regular project status reports for city leadership on project performance, budget utilization, and key milestones. * Stakeholder Engagement * Represent OPI in various committees or workgroups related to performance management, city operations, or data governance. * Leverage data analytics to identify performance gaps, track progress, and drive continuous improvement in city operations. * Lead branding efforts, data transparency initiatives, and other special projects that enhance city services and public trust. * Perform other related duties as required. EDUCATION AND EXPERIENCE REQUIREMENTS EDUCATION: A bachelor's degree in business administration, public policy/administration, communications, marketing, finance, or a related field from an accredited college or university. AND EXPERIENCE: At least seven years of experience in project management, government operations, or performance management. Experience in data-driven decision-making and process improvement in a city or public sector environment is preferred. OR EQUIVALENCY: An equivalent combination of education and experience will be considered. KNOWLEDGE, SKILLS, AND ABILITIES * Ability to lead cross-functional teams to achieve shared vision and project goals. * Demonstrated expertise in both written and oral communication, including public speaking and presenting complex information to diverse audiences. * Ability to delegate tasks, assign work, and review the contributions of subordinate employees. * Ability to establish and maintain effective working relationships with other city agencies, community partners, and stakeholders. * Understanding of city operations, performance management, and public-sector challenges. * Ability to utilize data to manage performance, identify trends, and drive improvements in city services. * Experience with project management software such as Jira, Asana, or similar tools.
