Position Overview Management level in Field Operations under general guidance of the Assistant Director of Field Services requiring extensive knowledge of the principles of water distribution, water quality and wastewater collection. This position provides leadership and direction to the Field Services Assessment, Maintenance, Repair, and Replacement teams and is responsible for successfully managing the construction-operations and maintenance-repair of the utility systems, the financial responsibilities inherent in the work, and the equipment, materials and supplies utilized in the process. Summary of Job Duties Job Duties: Construction Focus: Supports the Assistant Director in planning the construction and operation of the county's water supply, distribution, and wastewater collection systems. Diagnoses and troubleshoots problems with various aspects of the water delivery and collection systems. Oversees, supervises and coordinates department work activities with utility contractors to assure infrastructure construction and maintenance is performed as contracted, aligned with regulatory guidelines and in the best interest of the general public. Identifies opportunities for improving work methods and procedures; identifies resources needed; reviews findings with appropriate management staff and coordinates implementation of improvements. Supports the other focus areas. Operations and Maintenance Focus: Supports the Assistant Director by assuming responsibility for the maintenance, operation and repair of the water distribution and collection systems. Coordinates the response to system emergencies and maintenance activities with those of other units, divisions, and outside agencies. Develops and oversees the preventative maintenance program for the distribution and collection systems. Assures the activities and operations of the unit are responsive to the needs of the department, regulatory agencies and general public. Identifies opportunities for improving work methods and procedures; identifies resources needed; reviews findings with appropriate management staff and coordinates implementation of improvements. Supports the other focus areas. Provides leadership and direction to assigned Field Services teams. Coordinates and reviews the work plans, monitors workflow, reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems. Selects, trains, motivates and evaluates assigned personnel; provides or coordinates staff training. Works with employees to correct performance deficiencies; implements discipline procedures. Promotes and enforces compliance with safety practices and policies. Maintains good relationships with other work groups, County departments, regulatory agencies, serviced communities and associated professional and technical groups; represents the County as required before regulatory agencies, planning boards and citizens groups. Resolves customer problems and complaints. Participates in the development and implementation of long-term goals and associated budget; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; recommends adjustments, as necessary. Maintains records and documents; prepares performance and other reports detailing use of resources. Acts as an Environmental Protection Agency Operator of Record. (Performs Related Duties as Required) Minimum Qualifications and Requirements Bachelor of Science degree in Engineering, Chemistry, Biology, Environmental Science, or Business Management with six (6) years of related experience in water distribution and/or wastewater collection; including two (2) years of manager/supervisory experience -OR-High School Diploma/GED; with an Ohio Class II Wastewater Collection or Water Distribution Operator certification plus seven (7) years of experience in wastewater collection and water distribution system operations, including three (3) years supervisory experience; ORalternative, equivalent evidence of the Minimum Class Requirements. Supplemental Information Driving Requirement: Must have a current, valid Ohio driver's license with an acceptable driving record and proof of liability insurance. Training and Development: Must obtain a Water Distribution II or Wastewater Collection II certification within three (3) years of hire. If you are a current holder of an active water distribution or collection certification, you must obtain the second certification within three (3) years of hire. If you are not currently certified in either Water Distribution or Water Collection, you must obtain both certifications within six (6) years [first certification in three (3) years, second within the next three (3) years]; and obtain a Backflow certification within one (1) year.Must maintain current licensures and certifications through annual training.
