JOB SUMMARY: Under the direction of the Director of Strategic Planning and Executive Projects, the City of Frederick is offering a unique returnship position for a project manager to serve in the Office of the Mayor. This position will coordinate the implementation of select City Capital Improvement Projects that are of highest importance to the administration. On behalf of the Director of Strategic Planning and Executive Projects the primary function in this position will be to initiate and manage projects through all phases including, but not limited to planning, budgeting, public meetings, design, bidding, construction, and post-construction warranty monitoring. The work includes acting as a single point of contact for projects throughout the entire process; monitoring project costs and ensuring projects meet budget constraints; updating and ensuring the project stays on schedule and the schedule is regularly briefed with City stakeholders; ensuring that the project is completed within scope and meets the requirements set forth in the solicited contract. ESSENTIAL DUTIES AND RESPONSIBILITIES * Prepares Request for Proposals (RFP's) for selection of design/build consultants; makes recommendations on the award of contracts; manages and administers design and construction contracts. * Provides responsible and technical staff review and coordination of Capital Improvement Projects (CIPs). * Manages project coordination for Capital Improvement Projects including design, scope of work, cost estimating, contract administration, budgets, and schedules. Analyzes and interacts with various City departments on the intent of the Capital Improvement Project and project scope. Projects may include civic buildings, utilities, site construction, streetscapes, flood control design/devices, etc. * Assists in preparing and presenting information to elected officials, review boards, the public and other audiences as needed (this will include evening meetings). * Arranges and administers design and construction-related meetings. * Requests, evaluates, negotiates, and manages consultant proposals, sets project schedules, design review elements, agency coordination, owner reviews, regulatory agency compliance, budgeting considerations in accordance with appropriate purchasing standards. * Participates in design and/or review of civic facilities improvements. * Investigates and resolves schedule conflicts on Capital Improvement Projects. Negotiates contract amendment/change order requests and proposed additions/deletions to contracts throughout the process. * Provides technical advice/interpretation and assistance to other City departments, engineers, architects, consultants, and construction contractors for conformance with City policies and guidelines. * Prepares memos and reports and project status information on public works projects for elected officials, City management and citizen groups. * Regularly demonstrates superior customer service skills and communicates in a highly professional manner to a varied and diverse audience to effectively resolve complaints and disputes and deliver quality results. * Performs other duties as assigned. REQUIRED EDUCATION AND/OR EXPERIENCE: * All returnship candidates must show a current employment gap of at least 6 months. * Associates degree from an accredited college or university in a related field (e.g., Architecture, Engineering, Urban Planning, Construction Management, Facilities Management or closely related field) and five (5) years of comprehensive, full-time professional level technical experience in the construction field; commercial, industrial, governmental, or large-scale residential project management; and two (2) or more years of experience in a public sector setting OR any equivalent combination of education, training, and experience equaling seven (7) years of progressive, hands-on responsibility which provides the requisite knowledge, skills and abilities for this job may be substituted for evaluation by the hiring manager in partnership with the Human Resources Department. * Diverse experience working with all levels of management and internal/external organizations and departments. REQUIRED CERTIFICATES AND/OR LICENSES: * Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment. REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.): * Knowledge of the principles and practices of project management. * Knowledge of municipal, state, federal and other codes relating to design and construction. * Knowledge of the principles and practices of conflict and problem resolution. * Knowledge of the principles and practices of continuous process improvement. * Knowledge of municipal administration practices and procedures * Ability to effectively plan for projects starting from concept, land acquisition, funding, design, plans, specifications, proposal forms and bid package scope of work. * Ability to manage multiple projects from feasibility, design, bidding, construction, and project close-out. * Ability to work independently with minimal supervision and using independent judgment. * Ability to maintain attention to detail resulting in high quality deliverables. * Ability to manage and work independently on multiple major projects or sensitive problems and coordinate the work of others. * Ability to establish and maintain effective working relationships with city staff, city management, developers, business owners, and other agencies. * Ability to analyze problems, identify alternatives, and negotiate effective solutions. * Ability to analyze potential impacts of City projects and private development proposals. * Ability to provide effective external customer service. * Ability to read and interpret design drawings and documents using the English language. * Ability to safely operate a motor vehicle both on and off-road. * Ability to express ideas, both orally and written, to a variety of audiences, including public officials, managers, other city staff, developers, contractors, and the general public. * Ability to apply complex reasoning skills to evaluate situations where limited information and/or standards are available. * Ability to interact effectively with diverse groups at all levels, both inside and outside the organization, and to work collaboratively toward a common goal. * Personal computer software applications, including a working knowledge of Microsoft Office Suite (e.g., Word, Excel, PowerPoint, Outlook, and Projects). * Advanced troubleshooting methodologies. * Customer service, quality, and teamwork concepts. * Expressing technical information to non-technical individuals. * Professional written and oral communication skills. OTHER DESIREABLES: * Professional accreditations in the planning, design, and construction (AICP, AIA, NCARB, LEED AP, PMP) * Environmental sustainability, historic preservation, facilities planning, and/or urban design experience. * Experience with regulatory compliance (IBC, NFPA, LMC, MDE, EPA, SHA, Army Corp of Engineers) * Interpretation of standard contract documents. * Consensus building. * Negotiation and mediation skills. * Financial/budgeting experience.
