Position Description Job Summary: The Harris County Flood Control District is seeking a qualified candidate for the role of Forest Establishment Coordinator. Reporting to the Facilities Maintenance Department Manager, the Forest Establishment Coordinator is responsible for implementing all necessary processes and actions for the successful operation of the District's Forest Establishment program. The Forest Establishment Coordinator will also supervise the inspection team to ensure the successful establishment of deforestation areas in accordance with the District guidelines. Essential Functions & Duties: * Design and implement reforestation projects using science-based decision-making to achieve the District goals and objectives. * Coordinate contract, in-house, and volunteer labor on various project locations. * Review tree planting and protection plans to ensure compliance with District standards and International Society of Arboriculture (ISA) best management practices. * Supervise inspection staff and create daily work schedules to ensure adopted contract specifications and operational procedures are followed. * Work directly with inspectors and contractors to resolve conflicts, clarify contract questions, and ensure appropriate vegetation management. * Review monthly contract estimates and daily work reports to ensure pay estimates are prepared correctly and on time. * Review, revise, and maintain contract specifications for the department's forest establishment, tree supply, and other related contracts. * Visit project sites to evaluate vegetation, determine if additional maintenance is required, and develop a maintenance schedule. * Work with Harris County Purchasing to prepare bid packages to ensure vegetation on District right- of-way is appropriately managed. * Update software systems with changes to maintenance and schedules. * Assist with completing grant applications and overseeing compliance with grant-funded projects. * Oversee seasonal labor and summer forestry internship program. * Update and maintain historical data on the forest establishment program. * Perform other duties that can be added or changed as the course and scope of the job directs. Requirements Education and Experience: * Requires a bachelor's degree in forestry, horticulture, landscape architecture or a related natural resources field. * Requires 5 years' experience in vegetation management or a related field. * Requires 2 years of experience in a supervisory role leading a field team. Knowledge, Skills, and Abilities: * Excellent verbal & written communication skills. * Working knowledge of ArcGIS software. * Knowledge of the principles of arboriculture and forestry. * Can effectively communicate with coworkers, the public, and government representatives. * Ability to work in an outdoor setting. * Ability to prioritize and manage multiple projects and/or assignments. * Excellent knowledge of Microsoft Office applications. * Excellent organizational skills. * Ability to work well and manage a team in a field environment.
