Step into a pivotal leadership role in Clackamas County, where your guidance will empower Case Managers and enhance long-term care programs, driving success through adherence to federal and state regulations. YOUR DUTIES AT A GLANCE: The Supervisor in this position provides leadership and supervision to Case Managers and Long-term care Programs in the Canby/District APD offices. The person in this position will manage federal and state-funded programs within applicable laws, guidelines, procedures to achieve outcome expectations and excellent customer service. Major duties include, but are not limited to: Manages APD Medicaid long term care operations for the Clackamas APD Services Office * Review, approve and monitor program and client expenditures. Advise and respond to District Manager in regard to trends and circumstances related to variances in expenditure levels. * Ensure provision of quality customer service to clients and advocate for service enhancements. * Ensure compliance with federal and state laws, administrative rules, regulations, policies and action transmittals. * Develop, monitor and report progress on program goals and objectives. * Identify or develop, implement and monitor "best practices". * Recommend policy and protocol changes to District Manager. * Review, analyze and evaluate the service impact and implementation needs of agency proposed and adopted administrative rules and policies. Supervise staff as outlined in the Organization Chart attached. * Recruit, interview, hire and promote staff after consultation with the District Manager * Assign, monitor, review and adjust work. * Provide supervision within State Personnel rules, the SEIU Collective Bargaining contract and DHS/APD policies and procedures. * Develop, maintain and support a teamwork environment. * Maintain good staff morale and promote job satisfaction of subordinate staff. * Provide employee general and technical orientation, training and professional development opportunities. * Provide opportunities for staff to participate in diversity training and multi-cultural events. * Participate with the District Manager in recruiting, interviewing and recommending staff to fill vacancies as appropriate, observing affirmative action guidelines and diversity values of the Department. * Maintain current position descriptions and performance expectations of subordinate staff. * Provide regular feedback and complete annual performance evaluations * Recommend and carry out necessary corrective or progressive disciplinary action after consultation with District Manager and DHS Personnel Officer. * Creates and maintains a work environment that is respectful and accepting of diversity. Sets clear guidelines for behaviors and clear methods for reporting inappropriate behaviors. WORKING CONDITIONS: General office environment. Must have reliable transportation to be able to attend trainings, presentations and meetings. Must have valid driver's license or other acceptable means of transportation. MINIMUM QUALIFICATIONS: * Four years of lead work, supervision, or progressively related experience; OR * One year of related experience and a bachelor's degree in behavioral science or human services. ESSENTIAL ATTRIBUTES: * Experience effectively applying DEI principles and shows an understanding of how diversity positively impacts a team and or the community served. * Experience in change management, prior lead role, or supervisor experience. * Experience in leadership with an understanding of leadership styles and how to increase employee engagement, support positive environments, motivate others to complete tasks, organize people to reach a goal, exemplifies the organization culture, delegates effectively, coaches and mentors to achieve success. Experience applying active listening skills. * Management experience, including understanding, explaining, and applying statutes, regulations, policies, procedures, and guidelines of assistance program(s) administered by this agency and our partnering agencies. * Demonstrated experience to successfully problem solve. * Experience and knowledge of Aging and People with Disabilities programs. * Experience with communication styles and communicating clearing & professionally in writing and verbally with both internal and external customers.
